Marked by political instability--characterized by Antonio López de Santa Anna's rise to the presidency on eleven distinct occasions--this period of Mexico's history is often neglected and frequently misunderstood. Donald F. Stevens' revisionist account challenges traditional historiography to examine the nature and origins of Mexico's political instability. Turning to quantitative methods as a way of providing a framework for examining existing hypotheses concerning Mexico's instability, the author dissects the relationship between instability and economic cycles; contradicts the notion that Mexico's social elite could have increased political stability by becoming more active; and argues that the principal political fissures were not liberal vs. conservative but were among radical, moderate, and conservative. Ultimately, Stevens maintains, the origins of that country's instability are to be found in the contradictions between liberalism and Mexico's traditional class structure, and the problems of creating an independent republic from colonial, monarchical, and authoritarian traditions.

Book excerpt: Peter Smith has written a comprehensive and in-depth study of the structure and more important of the transformation of the national political elite in twentieth-century Mexico. In doing so, he analyzes the long-run impact of the Mexican Revolution of 1910 on the composition of the country's ruling elite. Included in his focus are such issues as the social basis of politics, the recruitments process, political career patterns, the amount of periodic turnover, and the relationships between the political and economic elites. The author explores these issues through an empirical, computer-assisted investigation of biographical information on more than 6,000 individuals who held national political office in Mexico at any time between 1900 and 1976. He then employs various comparative and statistical techniques, along with a use of archival data, questionnaires, and interviews, to determine precisely how Mexico’s political system actually works. Professor Smith finds that the Revolution of 1910 did not fundamentally alter the class composition of the national elite, although it did redistribute power within it. He further observes that the Mexican Revolution did bring about a separation of political and economic elites, and that the route to political success is much more varied and less predictable now than before the revolutionary period. Book excerpt: Maximino Avila Camacho and the One-Party State: The Taming of Caudillismo and Caciquismo in Post-Revolutionary Mexico is a political biography of General Maximino Avila Camacho (1891D1945), one of the most powerful regional politicians in Mexico from 1935 to 1945. He was a member of an officially sponsored party, known today as the Institutional Revolutionary Party (PRI), which claimed to represent the goals of the Mexican Revolution (1910D1921) and which managed to win most federal and regional elections from 1929 until its first presidential defeat in 2000. Maximino (as he is commonly known) became a powerful politician at the time when the official party effectively transformed the Mexican political system from one based on the personal power of regional strongmen and political bosses relying on clientelistic networks (popularly known as 'caudillos' and 'caciques') to a modern one based on a centralized civilian administration supported by institutions. The story of Maximino, the powerful cacique of the state of Puebla, demonstrates that the emergence of the one-party-dominated Mexican state did not destroy caudillos and caciques but simply controlled them. Specifically, it shows how the official party incorporated these leaders and their authoritarian practices into the state's political machinery. The result was 71 years of one-party political domination based on a political culture that emphasized patronage, favoritism, corruption, coercion and co-optation. By tracing Maximino's career, from revolutionary soldier to powerful political leader, we learn how and why the goals that had originally inspired the 'party of the revolution'—primarily democracy and social justice—were sacrificed in order to empower it.

Book excerpt: Traditional characterizations of the 1846–1848 war between the United States and Mexico emphasize the conventional battles waged between two sovereign nations. However, two little-known guerrilla wars taking place at the same time proved critical to the outcome of the conflict. Using information from twenty-four archives, including the normally closed files of Mexico’s National Defense Archives, Wars Within War breaks new ground by arguing that these other conflicts proved crucial to the course of events. In the first struggle, a force organized by the Mexican army launched a prolonged campaign against the supply lines connecting the port of Veracruz to US forces advancing upon Mexico City. In spite of US efforts to destroy the partisans’ base of support, these armed Mexicans remained a significant threat as late as January 1848. Concurrently, rebellions of class and race erupted among Mexicans, an offshoot of the older struggle between a predominantly criollo elite that claimed European parentage and the indigenous population excluded from participation in the nation’s political and economic life. Many of Mexico’s powerful, propertied citizens were more afraid of their fellow Mexicans than of the invaders from the north. By challenging their rulers, guerrillas forced Mexico’s government to abandon further resistance to the United States, changing the course of the war and Mexican history.

This facility has had an enormous influence on the way both fundamental and diagnostic questions are approached and its use is now considered essential for molecular work in all branches of biology. The purpose of this book is to highlight the wide-ranging applications of PCR in pure and applied mycology and to increase understanding of its potential benefits. After a brief overview, a group of internationally-renowned mycologists give definitive descriptions of the use of PCR in their own specialized fields. These include fungal gene expression and cloning, taxonomy and speciation, fungal mycobionts, mycorrhizal fungi, entomopathogenic fungi, mycotoxin-producing fungi, diagnosis of fungal infections in animals, seed-borne diseases, fungal/plant interactions and applications with industrially-important fungi.
