Book excerpt: This collection of essays examines the relatively new, and frequently overlooked, political phenomenon in post-colonial Africa of chieftaincy "re-inventing" itself. The traditional authority of chiefs has been one of Africa's missing voices who are now bringing new resources to the challenges that AIDS, gender, governance, and development pose to the peoples of Africa. This publication presents new research in Ghana, Botswana and South Africa, providing the broadest geographic African coverage on the topic of African chieftaincy. The nineteen authors, many of them emerging scholars from Africa, are all members of the Traditional Authority Applied Research Network (TAARN). Their essays give critical insight into the transformation processes of chieftaincy from the end of the colonial/apartheid periods to the present. They also examine the realities of male and female traditional leaders in re-inventing their legitimacy and their political offices in the age of great social and political unrest, health issues and governance and development challenges.

International instruments on human rights, the environment and sustainable development reaffirm the principle of non-discrimination on the basis of sex or gender. These obstacles may stem from directly or indirectly discriminatory norms or from entrenched socio-cultural practices, or both. This study analyses the gender dimension of agriculture-related legislation in a selection of different countries around the world, examining the legal status of women in three key areas: rights to land and other natural resources; rights of women agricultural workers; and rights concerning women's agricultural self-employment activities, ranging from women's status in rural cooperatives to their access to credit, training and extension services.

'Decentralization, Democracy, and Development' contributes to the empirical literature on decentralization and the debate on whether it is a viable and desirable state-building strategy for post-conflict countries. This book is a collection of eight papers written by nine authors who were intimately involved in the complex decentralization reform process in Sierra Leone from 2003 07. During this period, Sierra Leone s government established elected district and urban councils across the country, transferred certain responsibilities for primary services and local investment and some financial resources to the new councils, and invested heavily in building the administrative infrastructure and capacity of the local councils. Compared to most other Sub-Saharan African countries that have embarked upon decentralization, Sierra Leone s progress in building local government capacity and restructuring the fiscal system is enviable. The authors conclude that improved security and public services are possible in a decentralizing country and Sierra Leone s progress would not have been possible without significant effort at fiscal decentralization and intensive investment in local government capacity building. The most critical ingredient for this promising but fragile reform process is the dynamic leadership team in charge of promoting the new institutional framework and their persistent effort to achieve quick improvement in the local government system and public services.
