Book excerpt: In the early decades of the twentieth century, prostitution was one of only a few fates available to women and girls besides wife, servant, or factory worker. At the turn of the century, cities across China began to register, tax, and monitor prostitutes, taking different forms in different cities. Intervention by way of prostitution regulation connected the local state, politics, and gender relations in important new ways. The decisions that local governments made about how to deal with gender, and specifically the thorny issue of prostitution, had concrete and measurable effects on the structures and capacities of the state. This book examines how the ways in which local government chose to shape the institution of prostitution ended up transforming local states themselves. It begins by looking at the origins of prostitution regulation in Europe and how it spread from there to China via Tokyo. Elizabeth Remick then drills down into the different regulatory approaches of Guangzhou (revenue-intensive), Kunming (coercion-intensive), and Hangzhou (light regulation). In all three cases, there were distinct consequences and implications for statebuilding, some of which made governments bigger and wealthier, some of which weakened and undermined development. This study makes a strong case for why gender needs to be written into the story of statebuilding in China, even though women, generally barred from political life at that time in China, were not visible political actors.

On the other side of the world, Min stands singing karaoke with one of her regular clients, warily eyeing the door lest a raid by the anti-trafficking Public Security Bureau disrupt their evening by placing one or both of them in jail. Whether in Mexico or China, sex work-related public policy varies considerably from one community to the next. A range of policies dictate what is permissible, many of them intending to keep sex workers themselves healthy and free from harm. Yet often, policies with particular goals end up having completely different consequences. Policing Pleasure examines cross-cultural public policies related to sex work, bringing together ethnographic studies from around the world—from South Africa to India—to offer a nuanced critique of national and municipal approaches to regulating sex work. From the 1840s until 1917, prostitution was legally tolerated across the Russian Empire under a system known as regulation. Medical police were in charge of compiling information about registered prostitutes and ensuring that they followed the strict rules prescribed by the imperial state governing their visibility and behaviour. The vast majority of women who sold sex hailed from the lower classes, as did their managers and clients. This study examines how regulation was implemented, experienced, and resisted amid rapid urbanization, industrialization, and modernization around the turn of the twentieth century. Each chapter examines the lives and challenges of different groups who engaged with the world of prostitution, including women who sold sex, the men who paid for it, mediators, the police, and wider urban communities. Drawing on archival material from Russia, Ukraine, Belarus, Latvia, Lithuania, and Estonia, Policing Prostitution illustrates how prostitution was an acknowledged, contested, and ever-present component of lower-class urban society in the late imperial period. In principle, the tsarist state regulated prostitution in the name of public order and public health; in practice, that regulation was both modulated by provincial police forces who had different local priorities, resources, and strategies, and contested by registered prostitutes, brothel madams, and others who interacted with the world of commercial sex.

Feminist critics counter that prostitution is not victimless, since it harms the people who do it. Civil libertarians respond that most women freely choose to do this work, and that it is paternalistic for the government to limit a person's liberty for her own good. In this book Peter de Marneffe argues that although most prostitution is voluntary, paternalistic prostitution laws in some form are nonetheless morally justifiable. If prostitution is commonly harmful in the way that feminist critics maintain, then this argument for prostitution laws is not objectionably moralistic and some prostitution laws violate no one's rights. Paternalistic prostitution laws in some form are therefore consistent with the fundamental principles of contemporary liberalism.

The stigma and secrecy pervading sex work contribute to experiences of oppression and unfair labor practices for many legal prostitutes in Nevada. Sex and Stigma engages with stories of women living and working in these “hidden” organizations to interrogate issues related to labor rights, secrecy, privacy, and discrimination in the current legal brothel system. Including interviews with current and former legal sex workers, brothel owners, madams, local police, and others, Sex and Stigma examines how widespread beliefs about the immorality of selling sexual services have influenced the history and laws of legal brothel prostitution. With unique access to a difficult-to-reach population, the authors privilege the voices of brothel workers throughout the book as they reflect on their struggles to engage in their communities, conduct business, maintain personal relationships, and transition out of the industry. Further, the authors examine how these brothels operate like other kinds of legal entities, and how individuals contend with balancing work and non-work commitments, navigate work place cultures, and handle managerial relationships.
