This book embarks upon a comparative case study approach to explore UK policymaking in the areas of abortion, rape, prostitution and pornography in turn. Each chapter engages a different institutional perspective to explore the influence of a range of bodies such as the legal system, medical profession, civil society, police force and mass media. The analysis reveals a common thread that runs throughout decision-making in these areas; a constant balancing act between regulation that purports to protect women, and regulation that supposedly reflects female liberation, with a continual dance between the labels of ‘criminal’ and ‘victim’ being performed by policy actors. Largely reflective of a dogmatic approach to the status of women, it is argued that different institutions retain strongholds over policymaking in these domains, prohibiting a joined-up approach. This has served to perpetuate harmful and negative stereotyping of women’s issues and create countless conundrums when the activities of women fall into more than one policy category.

Book excerpt: There is great interest internationally in the development of prostitution policies in the Nordic countries after Sweden, Norway and Iceland have introduced general bans against buying sex whilst selling sex remains legal. In addition, there is a partial ban against buying sex in Finland. This is a different approach from that of several other European countries, where we have seen a decriminalisation of third-party involvement in prostitution as well as to that of the USA which criminalises both the buying and selling of sexual services. Thus the Nordic countries are often treated as representatives of a 'Nordic model' of prostitution policies. In this book - the first on the subject - Skilbrei and Holmström argue that these models of policies or policy regimes tend to ignore the trajectories, contexts and consequences of the full range of approaches to prostitution, thus they are too simplistic and static. Prostitution policies in the Nordic countries are multifaceted and dynamic, and cannot be represented as following a straight path and detached from empirical contexts. Their analysis treats Nordic prostitution policies both as a product of history, of current national and Nordic debates, and of international obligations and changes in the international and national prostitution markets. Furthermore they argue that a broad understanding of the relevant context is necessary so as to place Nordic prostitution policies within broader policy concerns related to gender, class, ethnicity, sexuality, social welfare, immigration and organised crime, as well as to neoliberal forms of governance.

Unlike previous research on clients, which has predominantly focused on men who buy sex or women who engage in romance tourism in places such as the Caribbean, this innovative research offers new and original insights into the demand side of commercial sex. Too often, it is assumed that only men pay for sex from women or other men. Women are assumed to be service providers and are unimaginable as clients. This book therefore offers a radical departure from existing scholarship on commercial sex. In addition, the book examines the experiences of couples who pay for commercial sex, a client group that has received scant investigation. The book explores women’s reasons for their engagement in commercial sex services, their backgrounds and characteristics, their strategies for remaining safe and managing potential risks, as well as their sexual health strategies. The nature of sexual service bookings with women clients is also examined, exploring the types of services women seek, the places where bookings occur and the fess they pay. Finally, the experiences of men, women and trans sex workers who provide sexual services to women are examined. By drawing on our unique data and comparing it to the literature on men clients, we present our theory ‘Converging Sexualities’. We argue that commercial sex is a site of behavioural convergence and that women clients are behaving in ways that could be described as masculine or feminine. Our study therefore offers new ways to understand sexuality. This book will be of interest to researchers in the field of sexuality, sex work and women’s behaviour.

The result of a unique investigation within two of the UK’s leisure venues, Erotic Performance and Spectatorship seeks to rectify the aforementioned lack of insight. Through vivid ethnographies of a lesbian leisure venue and a male strip show, Pilcher’s research advances key debates about the gender and sexual politics of erotic dance, whilst simultaneously relating these to debates about the sex industry more widely. This book also subverts previous assumptions that only women perform erotic dance and only men spectate. Thus, this book stands out amongst other academic accounts, developing the debate beyond the established focus on erotic dance as either empowering or degrading. Reporting on the first primary study of modern slavery offenders, the book depicts the findings of in-depth interviews with people accused of, and convicted for, committing modern slavery offences. The different forms that modern slavery takes are explained chapter by chapter: organized crime, people smuggling, labour exploitation, domestic servitude, sham marriage, the trafficking of adults for sexual exploitation and child sex trafficking. Using case studies to illuminate the perspectives of those deemed perpetrators, we show that few modern slavery offenders conform to stereotypes of people traffickers. Through an interpretive analysis of offenders’ life stories, we reveal the points in the past and present where interventions could have prevented victims from becoming trapped in exploitation. We show that while national governments and international bodies often appear resolute in their efforts to tackle modern slavery and people trafficking, they have also obscured their own roles in compounding the plights of those at the sharp ends of globalization. In racializing the actions of sex traffickers, grooming gangs, and organized criminals, the modern slavery agenda has mystified the roles market dynamics, the absence of workers’ rights, and immigration controls play in generating vulnerabilities to exploitation. This book will be of interest to a wide range of students, policymakers and practitioners concerned with modern slavery, human trafficking, border control and immigration, globalization and inequality, as well as the more disciplinefocused criminological audiences concerned with why people commit crimes, what should be done about them and the, often paradoxical, consequences of social control across borders.
