The technology is often used for patients who are at substantial risk of conceiving a pregnancy affected by a known genetic disorder, however from this technology other more controversial uses have arisen such as HLA typing to save the life of a sibling, gender selection for social reasons, the prevention of late onset diseases, or the prevention of diseases which may be genetically predisposed to developing such as breast cancer. The significance and timeliness of the work derives from the recent availability of CRISPR/Cas9 and other gene editing tools, and from lacunae in international law regarding the legality of embryo modification with these tools and appropriate governance structures for the oversight of resulting practices. The emergence of improved genome editing tools like CRISPR/Cas9, holds the promise of eradicating genetic diseases in the near future. But its possible future applications with Pre-Implantation Genetic Diagnosis (PGD) raises a plethora of legal and ethical concerns about "remaking" future human beings. The work aims to address an urgent call, to embed these rising concerns about biomedical advancements into the fundamental tailoring of legal systems. This relatively new technique, which is available to some parents undergoing in vitro fertilization (IVF) treatment, aims to ensure that a child is not born with a seemingly undesirable genetic condition. The question addressed here is whether there should be serious reasons to test for genetic conditions in embryos in order to be able to select between them. The Human Fertilisation and Embryology Authority and the Human Genetics Commission have decided that there should be such reasons by broadly aligning the criteria for PGD with those for selective abortion. This stance is critically explored, as are its implications for the possible use of PGD to select either against or for marginal features or for significant traits. The government is currently reviewing the legal scope and regulation of PGD.

This tension has caused many lawmakers in the United States to eschew attempts to regulate assisted reproductive technology, including preimplantation genetic diagnosis (PGD). PGD enables prospective parents to select embryos created through in vitro fertilization based on the presence of a genetic or chromosomal abnormality. Use of PGD has been limited due to technological constraints, expense, and moderate success rates.Recent advances in genetic testing technology will remove many of these obstacles, substantially increasing both the benefits available through PGD and its patient population. These advances will enable parents to do more than diagnose serious disorders in their potential offspring; they will be able to screen their embryos for hundreds of genetic and chromosomal characteristics at one time - preimplantation genetic screening (PGS).While these advances in reproductive genetic testing promise significant benefits, they also present risks to both individuals and society. Government intervention is warranted to ensure the quality and safety of assisted reproduction, including PGS, and to monitor its use for risks to individuals or society. The government should only intervene when the free exercise of individual reproductive autonomy threatens harm to others. This article proposes the creation of a federal regulatory body to license and monitor the practice of assisted reproduction and suggests a balancing framework for addressing conflicting interests in the use of PGS to screen for various genetic characteristics.

The First International symposium on Preimplantation Genetics, Chicago, September 17-19, 1990, was organized to explore these important developments, to review the state of knowledge in the field, and to address existing problems to be solved for developing and improving current approaches for preimplantation diagnosis of genetic disorders. A growing interest in the subject was obvious from the wide attendance of the meeting: over 250 scientists from 19 countries participated. This was the first attempt to put together the advances in different areas of basic and applied research relevant to Preimplantation Genetic Diagnosis, with the multidisciplinary scientific program including the sessions on embryology, micromanipulation and biopsy, genetic analysis of gametes and pre-embryos, IVF, gene expression and gene therapy, and ethical and legal issues. The deliberations of the Symposium presented in the above mentioned sessions, which comprise the contents of correspond ing sections of the Proceedings, open a newarea in medical research based on the interaction of IVF and New Genetics.

They may also have an interest in choosing, to some extent, the conditions under which they do so, such as whether they have a child with a serious disability or disease. The purpose of this book is to explore the difficult and controversial question of the appropriate ethical and legal extent of reproductive autonomy in this context. The book examines ethical, legal and public policy issues in prenatal screening, prenatal diagnosis (PND), selective abortion and preimplantation genetic diagnosis (PGD). It explores the ethics of these selection practices and the ability of current ethical guidelines and legal mechanisms, including the law on selective abortion and wrongful birth, to deal with advances in genetic and other knowledge in these areas.
