Efecto viral: COVID-19 y la transformación acelerada del empleo en América Latina y el Caribe se enfoca en las tendencias subyacentes que han estado cambiando significativamente el mercado laboral en la región: la desindustrialización prematura, la servicificación de la economía y los cambios en las habilidades requeridas en los empleos a medida que avanza la automatización. Las conclusiones de este informe tienen varias implicancias importantes para la política económica. Algunas de estas implicancias están relacionadas con los desafíos de productividad a los que ya se enfrentaba América Latina y el Caribe después del final de la Década Dorada en 2013. Otras implicancias políticas podrían comenzar a ganar relevancia por la crisis de COVID-19. A medida que los sectores se ven afectados de diferentes maneras y el trabajo a distancia se vuelve más común, los Gobiernos deben responder con medidas que apoyen una transformación fluida de los puestos de trabajo, que sean socialmente aceptables y que contribuyan al crecimiento de la productividad, incluida la inversion en el capital humano de la fuerza de trabajo. La transformación acelerada de los puestos de trabajo exige un nuevo planteamiento de la normativa laboral y las políticas de protección social. Los países de América Latina y el Caribe desarrollaron una arquitectura institucional orientada a los trabajadores asalariados del sector formal, que rápidamente se está volviendo anticuada. El informe, por ende, refiere a una agenda política que se ocupe de la regulación flexible de las formas emergentes de trabajo de manera que incentive el empleo y apoye la formalización, ampliando así la cobertura de la protección social a segmentos más amplios de la población.

Book excerpt: Many of the rules that govern labor markets in Latin America (and elsewhere) raise labor costs, create barriers to entry, and introduce rigidities in the employment structure. These include the exceedingly restrictive regulations on hiring and firing practices, as well as burdensome social insurance schemes. Such labor market regulations contribute to an over-expansion of precarious forms of employment and to rural poverty, and hinder countries from responding rapidly to new challenges from increased foreign competition. At the same time, other norms can reduce costs and raise productivity; they should be kept in place and their enforcement improved. For example, some occupational health and safety standards lower medical costs and save lives. One may also want to keep legislation aimed at providing a minimum social insurance for unemployment, old age, sickness, and disabilities. In practice, the most common decision that governments confront is not whether to intervene but to choose among different forms of intervention. This volume provides analysts and policymakers with useful insights on this issue. Part I addresses labor market institutions in a broader context, such as collective bargaining arrangements, minimum wages and poverty, and optimal unemployment insurance schemes. Part II analyzes labor market performance in Latin America, the links between performance and labor market regulations, and the status of labor market reform in the region. These questions are addressed for the region as a whole and in great detail for Argentina, Brazil, Chile, Mexico, and Colombia. The book provides a comprehensive description of the existing labor institutions in Latin America, the problems they pose, and the trends in labor market reforms as well as the difficulties encountered by the reform process in specific cases. Book excerpt: Since the early nineteenth century, the United States has repeatedly intervened in the affairs of Latin American nations to pursue its own interests and to “protect” those countries from other imperial powers or from internal “threats.” The resentment and opposition generated by the encroachment of U.S. power has been evident in the recurrent attempts of Latin American nations to pull away from U.S. dominance and in the frequent appearance of popular discontent and unrest directed against imperialist U.S. policies. In Empire and Dissent, senior Latin Americanists explore the interplay between various dimensions of imperial power and the resulting dissent and resistance. Several essays provide historical perspective on contemporary U.S.–hemispheric relations. These include an analysis of the nature and dynamics of imperial domination, an assessment of financial relations between the United States and Latin America since the end of World War II, an account of Native American resistance to colonialism, and a consideration of the British government’s decision to abolish slavery in its colonies.
