It begins with the composition of the Commission and Court, including the biographies of the members, 1988 activities of each body, reproductions of resolutions and reports by the Commission and historic correspondences and decisions by the Court. Also included is an update on the status of the American Convention on Human Rights, which reports the relation of each country to that instrument, followed by resolutions adopted in 1988 by the OAS General Assembly. The year 1988 distinguished itself particularly because the Inter-American Court of Human Rights made its first decision on a contentious case, the "Velasquez Rodriguez" case (Honduras). This historic decision is reproduced in Part Three of this volume. Another important 1988 development in the Inter-American system was the Protocol of San Salvador, or Additional Protocol to the American Convention on Human Rights for Economic, Social and Cultural Rights, reproduced in Part Four. Also included, in its entirety, is a report on the human rights situation in Haiti, a report requested by the Organization of American States Permanent Council in Resolution 502. The "Inter-American Yearbook on Human Rights" is completely bilingual (English and Spanish).

Examining this defining process, distinguished historians focus on the evolution of Mexican liberalism from the perspectives of politics, the military, the Church, and the economy. Based on extensive archival research, the chapters demonstrate that--despite widely held assumptions--liberalism was not an alien ideology unsuited to Mexico's traditional, conservative, and multiethnic society. On the contrary, liberalism in New Spain arose from Hispanic culture, which drew upon a shared European tradition reaching back to ancient Greece. This volume provides the first systematic exploration of the evolution of Mexican liberal traditions in the nineteenth century. The chapters assess the changes in liberal ideology, the nature of federalism, efforts to create stability with a liberal monarchy in the 1860s, the Church's accommodation to the new liberal order, the role of the army and of the civil militias, the liberal tax system, and attempts to modernize the economy in the latter part of the century. Book excerpt: Participatory media 2.0 have shifted the terrain of public life. We are all—individually and collectively—able to produce and circulate media to a potentially limitless audience, and we are all, at minimum, arbiters of knowledge and information through the choices—or clicks—we make when online. In this new environment of two-way and multidimensional media flow, digital communication tools, platforms and spaces offer enormous potential for the cultivation, development and circulation of diverse and counter-hegemonic perspectives. It has also provoked a crisis of communication between oppositional “echo chambers.” Democracy requires a functioning, critically-engaged and literate populace, one that can participate in, cultivate and shape, in meaningful and critical ways, the discourses and forms of the society in which it exists. Education for democracy, therefore, requires not only political literacy but also media and digital literacies, given the ubiquity and immersiveness of Media 2.0 in our lives. In Democracy 2.0, we feature a series of evocative, international case studies that document the impact of alternative and community use of media, in general, and Web 2.0 in particular. The aim is to foster critical reflection on social realities, developing the context for coalition-building in support of social change and social justice. The chapters herein examine activist uses of social and visual media within a broad and critical frame, underpinning the potential of alternative and DIY (Do It Yourself) media to impact and help forge community relationships, to foster engagement in the civic and social life of citizens across the globe and, ultimately, to support thicker forms of democratic participation, engagement and conscientization, beyond electoralist, representative, normative democracy.
