Chiefs, Priests, and Praise-Singers shows how the history commonly assumed by scholars has been shaped by the prejudices of colonial anthropology, the needs of British indirect rule, and local political agency. The book demonstrates, too, how political agency has shaped the kinship system. MacGaffey traces the evolution of chieftaincy as the sources of power changed and as land ceased to be simply the living space of the dependents of a chief and became a commodity and a resource for development. The internal violence in Dagbon that has been a topic of national and international concern since 2002 is shown to be a product of the interwoven values of tradition, modern Ghanaian politics, modern education, and economic opportunism.

A central contention of the volume is that, while there were significant regional variations, ethnicity was not purely a colonial `invention'. The Politics of Distributing Social Transfers in Sub-Saharan Africa and South Asia provides a systematic analysis of the political processes shaping the distribution of social transfers in six countries in Sub-Saharan Africa and South Asia. In doing so, the book addresses a notable gap in recent research on social protection concerning the politics of implementation. While considerable attention has been devoted to debating the merits of different policy designs and the political factors shaping the adoption and diffusion of different policy models, ultimately the ability of any social transfer programme to deliver on its promises is dependent on the effective implementation and distribution of social transfers in line with intended objectives. The chapters in this book examine international and sub-national variation in programme implementation in Bangladesh, Ethiopia, Ghana, Kenya, Nepal, and Rwanda, drawing on a common analytical framework that highlights the importance of state capacity and reach, rooted in histories of state formation, and contemporary political competition in shaping the distribution of social transfers. Comparative analysis of the case studies supports the view that variation in the capacity and reach of the state within countries is a centrally important factor shaping the effectiveness and impartiality of distribution. Yet state capacity alone is insufficient. Rather political competition and power relations shape how this capacity is actually deployed in practice. As such, the book underscores the inherently political nature of implementation and questions common technocratic efforts to improve implementation by de-politicizing the social protection policy process.

While the institutional and distributional outcomes of these negotiation processes remain inconclusive they have led to a precarious local power balance, in which different actors rely on different institutions and changing political alliances to pursue their interests.

Decentralisation, which refers to the delegation of administrative responsibilities, political decision-making and fiscal powers to lower levels of government, is now considered one of the most efficient engines of development. In Sub-Saharan Africa decentralised states have made more progress in reducing poverty than those states with lower decentralisation scores. But in many countries, decentralisation is still considered a ‘work in progress’ with unsatisfactory results. From a spatial point of view, the link between decentralisation and regional and district development is particularly interesting. Both in the North and in the South, regional or district development is seen as holding the potential for advancing social and economic development, and even more so in decentralised political settings. Space-based networks at the regional or district level are considered instrumental for responding to locally specific challenges, e.g. in areas lagging behind economically.

The dynamic of state-society interactions is then treated in terms of the rhythm of dissent, conflict, and disengagement.
