Book excerpt: A study of a watershed planning process in the Cache River Watershedin southern Illinois revealed that class divisions, based on property ownership, underlay key conflicts over land use and decision-making relevant to resource use. A class analysis of the region indicates that the planning process served to endorse and solidify the locally-dominant theory that landownership confers the right to govern. This obscured the class differences between large full-time farmers and small-holders whose livelihood depends on non-farm labor. These two groups generally opposed one another regarding wetland drainage. Their common identity as ''property owner'' consolidated the power wielded locally by large farmers. It also provided an instrument - the planning document - for state and federal government agencies to enhance their power and to bring resources to the region. The planning process simultaneously ameliorated conflicts between government agencies and the large farmers, while enhancing the agencies' capacity to reclaim wetlands. In this contradictory manner, the plan promoted the environmental aims of many smallholders, and simultaneously disempowered them as actors in the region's politicaleconomy.

Book New Strategies for America s Watersheds

Download or read book New Strategies for America s Watersheds written by National Research Council and published by National Academies Press. This book was released on 1999-04-28 with total page 333 pages. Available in PDF, EPUB and Kindle. Book excerpt: Emergence of a toxic organism like pfisteria in tributaries of the Chesapeake Bay has focused public attention on potential hazards in our water. More importantly, it has reminded us of the importance of the entire watershed to the health of any body of water and how political boundaries complicate watershed management. New Strategies for America's Watersheds provides a timely and comprehensive look at the rise of "watershed thinking" among scientists and policymakers and recommends ways to steer the nation toward improved watershed management. The volume defines important terms, identifies fundamental issues, and explores reasons why now is the time to bring watersheds to the forefront of ecosystem management. In a discussion of scale and scope, the committee examines how to expand the watershed from a topographic unit to a framework for integrating natural, social, and economic perspectives as they share the same geographic space. The volume discusses: Regional variations in climate, topography, demographics, institutions, land use, culture, and law. Roles and interaction of federal, state, and local agencies. Availability or lack of pertinent data. Options for financing. The committee identifies critical points in watershed planning to ensure appropriate stakeholder involvement and integration of science, policy, and environmental ethics.

Book Battle River Watershed Management Planning Process Phase One

Download or read book Battle River Watershed Management Planning Process Phase One written by and published by . This book was released on 2004 with total page 27 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Battle River, a key watershed in east central Alberta, derives its water supply entirely from local surface runoff & groundwater flows. Increasing pressure on the Battle River water supply is presenting a challenge to watershed residents & Alberta Environment. A key tool to address this challenge is a water management plan. This document presents the terms of reference for the first phase of the water management planning process. It first reviews the planning process & objectives, then presents background information on the planning area, watershed characteristics, water use & allocation, water supply & quality issues, local watershed groups, the policy & legislative context, and the scope of the planning process. It then summarizes baseline data requirements for the first phase, public consultation & stakeholder participation requirements, and the roles, responsibilities, & accountability of planning participants. A proposed timeline concludes the document. A glossary is appended.

Book Watershed Management for Potable Water Supply

Download or read book Watershed Management for Potable Water Supply written by National Research Council and published by National Academies Press. This book was released on 2000-02-17 with total page 569 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1997, New York City adopted a mammoth watershed agreement to protect its drinking water and avoid filtration of its large upstate surface water supply. Shortly thereafter, the NRC began an analysis of the agreement's scientific validity. The resulting book finds New York City's watershed agreement to be a good template for proactive watershed management that, if properly implemented, will maintain high water quality. However, it cautions that the agreement is not a guarantee of permanent filtration avoidance because of changing regulations, uncertainties regarding pollution sources, advances in treatment technologies, and natural variations in watershed conditions. The book recommends that New York City place its highest priority on pathogenic microorganisms in the watershed and direct its resources toward improving methods for detecting pathogens, understanding pathogen transport and fate, and demonstrating that best management practices will remove pathogens. Other recommendations, which are broadly applicable to surface water supplies across the country, target buffer zones, stormwater management, water quality monitoring, and effluent trading.

Book excerpt: "This Discussion Paper examines regional or local water planning approaches from three western states -- California's Integrated Regional Water Management, Texas' Regional Water Planning Program, and Washington's Watershed Planning process. The purpose of this paper is to highlight several key planning elements that could inform Oregon's approach to place-based, integrated water resources planning. Several questions are posed throughout the document, and serve as a starting point for discussion with stakeholders and the public. The state's objective is to develop guidelines that can facilitate place-based planning efforts within Oregon communities, with the ultimate goal of meeting current and future water needs -- instream and out-of-stream, including water quantity, water quality, and ecosystem needs"--Page 2.

Book Coastal Watershed Management

Download or read book Coastal Watershed Management written by A. Fares and published by WIT Press. This book was released on 2008-05-23 with total page 433 pages. Available in PDF, EPUB and Kindle. Book excerpt: Coastal watersheds differ from others by their unique features, including proximity to the ocean, weather and rainfall patterns, subsurface features, and land covers. Land use changes and competing needs for valuable water and land resources are especially more distinctive to such watersheds. This book covers recent research relevant to coastal watersheds. It addresses the impact of a stream’s chemical, biological, and sediment pollutants on the quality of the receiving waters, such as estuaries, bays, and near-shore waters. The contents of the book can be divided into three sections; a) overview of hydrological modelling, b) water quality assessment, and c) watershed management. This book differs from other hydrology books by dealing with coastal watersheds which are characterized by their unique features: including weather and rainfall patterns, subsurface characteristics, and land use and cover. In addition to academia, the book should be of interest to organizations concerned with watershed management, such as local and federal governments and environmental groups. Overall, the book is expected to satisfy a great need toward understanding and managing critical areas in many parts of the world.
