As part of a larger workshop series on the SDG 14.4.1, the community of Regional Commission for Fisheries (RECOFI) countries were invited to participate in a special 3-hour introductory session on 5 August 2021 to present the indicator and reporting process, and participate in discussions towards a reference list of stocks for each country and for the region.

Book excerpt: Forty participants from the Islamic Republic of Iran, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, and United Arab Emirates participated in the RECOFI Data Workshop Series: Minimum Data Reporting (MDR) regional database, RECOFI-FIRMS stocks and fisheries inventories and SDG Indicator 14.4.1: Proportion of fish stocks within biologically sustainable levels. The workshop reviewed the MDR indicators and priority species list for endorsement, reviewed the presentation of pilot MDR RECOFI regional database and adopted an MDR data submission template. With regards to the RECOFI – FIRMS stocks and fisheries inventories, the workshop acknowledged the progress made so far and recommended that the Member Countries finalize and publish the RECOFI Fisheries inventory. The workshop also recognized the importance of publishing the work on the priority species presented at each meeting of the WGFM under the RECOFI - FIRMS collection as marine resource fact sheets. The workshop discussed the focal points list for MDR/FIRMS that will be circulated to Member Countries for finalisation and further discussed at the next meeting of the WGFM and approved at the next session of RECOFI. On SDG 14.4.1, the workshop agreed that the SDG 14.4.1 focal point list would be verified and validated and RECOFI Members’ reference list of stocks would be confirmed as either shared, transboundary and national, and communicate any issues with the outcomes.

Book excerpt: The regional dimension is key to international fisheries management policy, as demonstrated by the rapid expansion of the family of regional fisheries bodies (RFBs). There are some 50 RFBs worldwide. Most provide only advice to their members, and are hence referred to in this work as regional fisheries advisory bodies (RFABs). Regional fisheries management organizations (RFMOs) have mandates to adopt legally binding conservation and management measures based on the best scientific evidence. Global instruments and normative processes have to be implemented and translated into actions at the country and regional levels, as appropriate. In this regard, regionalization of fisheries and aquaculture governance can provide opportunities not only to address common concerns, create synergies and mainstream the global objectives of relevant UN bodies, but also to broaden outreach on the global fisheries agenda to regional partners that may not be directly concerned with fisheries, as well as to the general public. The present study provides an overview of the activities and developments of RFMOs and RFABs from 2000 to 2017. It is based on a compilation of data and information for 46 RFMOs and RFABs.

Book excerpt: This book has its genesis in materials collected in the Hestern Central Atlantic region in preparation for a regional seminar on the Changing Law of the Sea and its Implications for Fisheries in the Hestern Atlantic. The Seminar, which was organised by the Food and Agriculture Organisation of the UN and funded by the Norwegian government, was held in Havana, Cuba, 1980. Most of the materials were gathered by the authors as a result of direct contact with the fisheries authorities of the region, and supplemented where possible by information obtained from public sources for the remaining countries not visited. Twenty seven countries in the region were visited, and the authors were able to obtain materials much of which is not readily accessible except in the individual countries. International organizations are nowadays ubiquitous and come in many different manifestations, each allowing for different levels of international cooperation. The profile of regional and universal organizations may vary greatly from one organization to another. At the same time, they do not live apart and this has led to the creation of a complex network of relationships. These relationships have seldom been the object of scholarship, and this book seeks to address that gap. In general, the relationships between international organizations can give rise to such issues as the conditions placed upon one organization by another, demarcations of competence, membership of other organizations, and various forms of collaboration involving the conclusion of agreements between organizations. Optimal coexistence, cooperation and coherence all play a role in optimizing the relations between international organizations. The volume concludes by analysing current challenges, including those of legal identity, responsibility and accountability, as well as making proposals for reform, such as through the development of a common law between organizations.
