Obstacles to progress can be the unintended consequences of past practice, or they can stem from the complex challenges those involved must deal with. Aspects of multilateral disarmament practice compound cognitive challenges that individuals face in managing their perceptions and interactions with others. While there is no way to ensure success in disarmament endeavours, multilateral practitioners can improve the chances by recognising and harnessing cognitive diversity, as humanitarian perspectives in disarmament processes have shown. This book discusses practical suggestions to help achieve this.

In 2002 Dr. Hans Blix, then chief United Nations weapons inspector, led his team on a search for weapons of mass destruction in Iraq. Before the United States went to war with Iraq the next March, he maintained there were no WMD in Iraq. History proved him right. For more than forty years Dr. Blix has worked on global disarmament, and with this new book he renews the call for nuclear nonproliferation. His interests, though, go beyond stemming the threat of nuclear attack from rogue states and terrorists. It is not, he argues, a recipe for success for nuclear states to tell the rest of the world that it must stay away from the very weapons that nuclear states claim are indispensable. We will never be able to convince rogue states to halt the pursuit of nuclear weapons programs unless we take the lead in a new nonproliferation and disarmament movement. Looking back at the UN post-World War II efforts against the use of nuclear weapons, Blix documents the retreat from early commitments by nuclear powers, most alarmingly from pledges against first use and toward programs to develop new types of nuclear weapons. He urges us to revive these efforts, and that the world's powers also look at issues of global disarmament and security as pieces of the same puzzle. Why Nuclear Disarmament Matters includes specific suggestions—how the UN can set the stage for a credible multilateral disarmament and nonproliferation process; what kind of treaties would be most helpful—and recommendations for regional policy, including providing the Middle East with enriched uranium for civilian nuclear power production but not allowing uranium enrichment there. Considerable progress has been made over the decades, but this has always required close US-Russian cooperation. At present, further progress is likely blocked by the return of Vladimir Putin to the Russian presidency and the toxic US-Russia relationship. The classic road toward nuclear disarmament appears to be closed for the foreseeable future, but there may be another route. In the last fifty years, well-conceived regional treaties have been developed in Latin America, the South Pacific, Africa, Southeast Asia, and Central Asia. These arrangements have developed for many and varied political and security reasons, but now virtually all of the Southern Hemisphere and important parts of the Northern Hemisphere are legally nuclear-weapon-free. These regional nuclear weapon disarmament treaties are formally respected by the five states recognized under the Non-Proliferation Treaty (NPT) as nuclear weapon states: the United States, the United Kingdom, Russia, France, and China--often referred to collectively as the P-5 states. Variations of these regional treaties might eventually be negotiated in the Middle East, Northeast Asia, and South Asia, setting aside the P-5 states until the very end of the process. With regional agreements in place around the globe, negotiation among the P-5 states would be all that stands between the world community and the banishment of nuclear weapons, verifiably and effectively worldwide. By the time this point is reached, Russia and the United States might be able to cooperate.
