The analysis also helps to make clear the links between the NDCs from the region and the ongoing work of the United Nations Framework Convention on Climate Change in support of the Koronivia Joint Work on Agriculture (KJWA).

Book excerpt: The agriculture and land use sector (crops, livestock, forestry, fisheries and aquaculture) hereafter referred to as the AFOLU (Agriculture, Forestry and Other Land Use) sector for ease of reference – features prominently amongst the adaptation and mitigation contributions set forth in the nationally determined contribution (NDCs) – up to 96 and 88 percent, respectively (FAO, 2016a). This paper presents a step-by-step methodology for assessing the overall coverage of mitigation and adaptation policies and measures in the NDCs, as compared against major greenhouse gas (GHG) emission “hotspots” and adaptation “hotspots” in the AFOLU sector. It also provides a gap-filling methodology for estimating economy-wide and sector-specific baseline and NDC mitigation scenarios based on regional trends. The overall objective is to support national policy makers in NDC review and revision processes so as to better align or integrate mitigation and adaptation policies to address sectoral GHG and adaptation hotspots. To date, the sector-specific methodology has been adopted by FAO to conduct a series of mitigation and adaptation policy coverage in the NDCs at the regional-level, including Eastern Africa (FAO, 2017), Europe and Central Asia (FAO, 2019), Asia (FAO, 2020b) and the Pacific (FAO, 2020c), Latin America (FAO, 2020d) and the Caribbean (FAO, 2020e).

As the window of opportunity is closing to bridge the emission gap and adapt to climate change before it is too late, the inter-linked and mutually reinforcing climate and sustainable development agendas present a natural. framework for designing policies that leverage synergies between both. While the Paris Agreement and SDGs are generally planned and implemented in silos, their intersection in the agriculture sectors highlights an opportunity for integrated implementation. The methodological framework presented in this document attempts to facilitate the identification of policy and investment entry-points in the agriculture sectors that can accelerate progress across both agendas in tandem. The analysis aims to push national policy makers and decision makers, as well as international negotiators and global agenda setters, towards an integrated approach to climate action and sustainable development, particularly in the agriculture sectors, upon which 80 percent of the world’s poor and most vulnerable depend for their livelihoods.

In order to achieve this, FAO encourages an integrated Climate-Poverty Approach to support policy development and action by policymakers, government officials, local-level institutions, communities, researchers, and development and humanitarian agencies worldwide. The Approach has been developed with insights from many perspectives, and includes not only climate and poverty aspects, but also indigenous, gender, food security, disaster response, resilience, SIDS and coastal community perspectives, among others. With a series of policy recommendations and tools to improve the design, delivery, and results of synergies and linkages between climate mitigation and adaptation, poverty reduction and food security actions, these synergies and linkages can make significant contributions towards achieving both the Sustainable Development Goals (SDGs) and Paris Agreement targets.

The region is also highly vulnerable to climate change; unchecked, its adverse effects can reverse the recent gains in development. The region has made significant commitments to mitigate climate change. Almost all the countries submitted their Intended Nationally Determined Contribution (INDC) targets to the United Nations Framework Convention on Climate Change before the Paris Conference.

The draft Fourth National Climate Assessment (NCA4) report reviewed here addresses a wide range of topics of high importance to the United States and society more broadly, extending from human health and community well-being, to the built environment, to businesses and economies, to ecosystems and natural resources. This report evaluates the draft NCA4 to determine if it meets the requirements of the federal mandate, whether it provides accurate information grounded in the scientific literature, and whether it effectively communicates climate science, impacts, and responses for general audiences including the public, decision makers, and other stakeholders.
