This paper raises awareness of the economic costs of conflicts on the countries directly involved and on their neighbors. It argues that appropriate macroeconomic policies can help mitigate the impact of conflicts in the short term, and that fostering higher and more inclusive growth can help address some of the root causes of conflicts over the long term. The paper also highlights the crucial role of external partners, including the IMF, in helping MENA countries tackle these challenges.

In addition to the papers presented, the volume contains a brief summary of each session. The first paper is an analysis of the global crisis in refugee migration by H. Adelman that includes a review of the seminar series and areas for future research. The second paper by A. Zolberg examines who is a refugee. Zolberg begins with an analytic review of the western historical record before proceeding to a critical reflection on today's controversies about defining refugees. In the third paper, J. Kabera addresses the problem of development in Africa and the refugee issue. He considers Africa's refugee areas and explores the rationale for designing development programmes involving refugees. A. Suhrke in the fourth paper looks at the strategic and political implication of refugee policy. The paper focuses on the policy implications in receiving countries. C.M. Lanphier in the fifth paper explores the social and institutional arrangements which underlie successful operation and continuation of a host programme of assistance to government-assisted refugees. In the sixth paper, K. Nyström presents a summary of a research project going on at the University of Lund dealing with refugees, displaced persons and expellees after World War II. The project, Uprooted by the War, has as its basic theme the international aspect of the development of refugee policy during the formative, crucial early postwar years. Mention is made of the Intergovernmental Committee on Refugees (IGCR), the International Refugee Organization (IRO), and the United Nations Relief and Rehabilitation Administration (UNRRA). G. Tessenyi in the seventh paper describes cross-cultural cooperation among displaced persons. The Displaced Citizenship Programme is presented in terms of its democratic potential for self-reliant integration in the host society. The final paper, by L. Gordenker, examines the possible revival of the UN system and the role of international institutions. Gordenker argues against the poverty of most international organization research by showing two areas of international cooperation - refugees and the AIDS pandemic.
