In the early twentieth century, many urban reformers claimed these structures would make city government more responsive to the popular will. But on the whole, the effects of these reforms have been to make citizens less likely to vote in local elections and local governments less representative of their constituents. How and why did this happen? Ariane Liazos examines the urban reform movement that swept through the country in the early twentieth century and its unintended consequences. Reformers hoped to make cities simultaneously more efficient and more democratic, broadening the scope of what local government should do for residents while also reconsidering how citizens should participate in their governance. However, they increasingly focused on efficiency, appealing to business groups and compromising to avoid controversial and divisive topics, including the voting rights of African Americans and women. Liazos weaves together wide-ranging nationwide analysis with in-depth case studies. She offers nuanced accounts of reform in five cities; details the activities of the National Municipal League, made up of prominent national reformers and political scientists; and analyzes quantitative data on changes in the structures of government in over three hundred cities. Reforming the City is an important study for American history and political development, with powerful insights into the relationships between scholarship and reform and between the structures of city government and urban democracy.

In Reforming Hollywood, Romanowski, a leading historian of popular culture, explores the long and varied efforts of Protestants to influence the film industry. He shows how a broad spectrum of religious forces have played a role in Hollywood, from Presbyterians and Episcopalians to fundamentalists and evangelicals. Drawing on personal interviews and previously untouched sources, he describes how mainline church leaders lobbied filmmakers to promote the nation's moral health and, perhaps surprisingly, how they have by and large opposed government censorship, preferring instead self-regulation by both the industry and individual conscience. "It is this human choice," noted one Protestant leader, "that is the basis of our religion." The reform-induced reduction of long-term yields is bigger when reforms are initiated in good times and in countries facing high borrowing costs. Importantly, there is no statistical evidence that markets systematically punish countries that launch reforms concomitantly with fiscal stimulus. The paper also finds that the social context matters: structural reforms lead to a short-lived overshooting of yields when followed by strikes or lockouts. Controlling for endogeneity issues does not reject the central finding of the paper. These results are economically plausible and confirmed even after using sovereign credit ratings as an alternative dependent variable. These results have two main implications: (i) on average, labor market reforms lower borrowing costs; and (ii) country-specific circumstances also play a role.

Book excerpt: Excise taxes on tobacco and alcohol products can be an effective instrument for promoting public health through the curbing of smoking and excessive drinking, while raising significant financing for development priorities. Designed and implement well, excise taxes represent a win-win for public health and finances. While the public policy rationale for excise reforms is strong in both developed and developing countries, realizing reforms in practice often faces significant opposition by the industry and vested interests. Low level, complex and poorly designed excise tax regimes persist. Getting the technical details right, and effectively managing the political economy of reforms, are vital to securing better excise tax outcomes. The Philippines passed in 2012, implemented, and has been results monitoring a successful tobacco and alcohol tax, dubbed Sin Tax. The reform not only greatly increased, simplified and improved the excise tax reform, but also earmarked the significant part of the large ensuring incremental revenues to helping finance Universal Health Care (UHC) for the bottom forty percent of the population. Sin Tax Reform in the Philippines summarizes both the technical and political economy aspects of tobacco and excise tax reforms. The study analyzes issues of rate structure and levels, implementation phasing, and equity impact analysis. The book is intended as a resource for audiences in both the Philippines and other countries wishing to promote successful excise tax reforms to towards between public sector governance, finances and health. For the Philippines, it highlights measures to ensure that the revenue and expenditure measures associated with the reform continue to be delivered, and can be deepened over time. The Philippines experience should prove encouraging and useful for reform champions in other countries advancing similar types of excise tax and development financing/expenditure earmarking for equitable development and public health.

This is the broad question guiding this research, rooted in a context of crises of representative democracy. Core democratic rules can be understood as the formal political rules regulating the direct relationship between elites within the political system, parties, and citizens. They are therefore the cornerstone of the functioning of any political system. This book deals with the context, the motives, and the mechanisms explaining the incidence of institutional engineering in consolidated European democracies between 1990 and 2015. It is centred on the choice of political elites to use - or not to use - institutional engineering as a response to the challenges they face. This study provides both a better empirical understanding of the world of democratic reforms in consolidated democracies, thanks to a new data-set covering six dimensions of reform in 18 European countries. Secondly, the book provides evidence about the link between the lack of political support and democratic reforms, and the role of electoral shifts in fostering reforms. Thirdly, this research shows that the final outcome of a given reform depends on the type of reform at stake and on the process used during the phase of discussion of the reform, though case studies in Ireland, France and Italy. Ultimately, the book demonstrates that contrary to what has been commonly assumed, reforms of the core democratic rules are frequent and constitute in most cases an answer of challenged political elites to the erosion of political support and electoral change.
