Book excerpt: The 1944 Bretton Woods conference created new institutions for international economic governance. Though flawed, the system led to a golden age in postwar reconstruction, sustained economic growth, job creation, and postcolonial development. Yet financial liberalization since the 1970s has involved deregulation and globalization, which have exacerbated instability, rather than sustained growth. In addition, the failure of Bretton Woods to provide a reserve currency enabled the dollar to fill the void, which has contributed to periodic, massive U.S. trade deficits. Our latest global financial crisis, in which all these weaknesses played a part, underscores how urgently we must reform the international financial system. Prepared for the G24 research program, a consortium of developing countries focused on financial issues, this volume argues that such reforms must be developmental. Chapters review historical trends in global liquidity, financial flows to emerging markets, and the food crisis, identifying the systemic flaws that contributed to the recent downturn. They challenge the effectiveness of recent policy and suggest criteria for regulatory reform, keeping in mind the different circumstances, capacities, and capabilities of various economies. Essays follow ongoing revisions in international banking standards, the improved management of international capital flows, the critical role of the World Trade Organization in liberalizing and globalizing financial services, and the need for international tax cooperation. They also propose new global banking and reserve currency arrangements.

Book excerpt: One of the key constraints to accelerated economic performance in developing countries is, in the authors' view, the absence of strong, dynamic financial systems. Many, if not most, developing countries suffer from repressed financial systems. Thus the most important step in effecting the development of capital markets is to lay a foundation of sound macroeconomic and regulatory policies conducive to financial sector development. This book presents an approach to financial sector reform composed of financial sector diagnosis, policy and institutional targeting, macroeconomic reforms, bank regulation and supervisory reform, and privatization. The work also presents criteria to help decision-makers apply the approach. The issues and approaches presented are as relevant to the emerging democracies of Eastern Europe and such transitional countries as Brazil and Mexico as they are to developing countries. The authors begin with an introductory discussion of the two-pronged strategy of financial reform and privatization and then, in chapter 2, provide an overview of developing financial systems. Chapter 3 discusses the public/private debate. Chapter 4 is devoted to financial sector liberalization, and chapter 5 goes on to discuss the privatization of financial institutions. A framework for financial reform and privatization is presented in chapter 6, and chapter 7 provides concluding comments. In addition, a series of case studies are presented in the appendix. These case studies demonstrate the methods and strategies used to address financial sector reform in Bangladesh, Chile, Guinea, Jamaica, Mexico, and the Philippines. This book will be useful to financial and development experts and to policy makers in countries amenable to changing their financial systems. It would also be appropriate for courses in international economics, international banking, international monetary issues, international finance, and economic development.

Book excerpt: This book argues that the 2007/08 financial crisis revealed fundamental flaws in how the financial sector had evolved over the previous three decades. While access to financial services has improved, the total stock of debt in the global economy has risen to more than twice the size of global GDP. Financial services now play a far bigger role in all economies, developed and developing, than in the 1960s. This development has produced few, if any, worthwhile benefits. The book concludes that the largely deregulated financial sector needs to be radically reformed. The first of these reforms would be to establish the pre-eminence of the public interest in how financial services operate. The second would involve breaking up financial institutions that have become much too big. Third, the phenomenon of financialization needs to be regulated and controlled. Finally, all countries need to work- both nationally and internationally- towards a more democratized, more robust, and less laissez faire system of socially progressive financial sector regulation to make it subservient to the needs of society rather than the other way round. This Palgrave Pivot will be of interest to economists, financiers and banking specialists, interested in an informed debate on the causes and consequences of the 2007/2008 financial crisis.

Unlike other, price-based reforms (e.g., Basel 3 and G-SIFI surcharges), these proposals have been developed unilaterally with material differences in scope, design and implementation schedules. This may exacerbate cross-border regulatory arbitrage and put a further burden on consolidated supervision and cross-border resolution. This paper provides an analysis of the potential implications of implementing different structural policy measures. It proposes a pragmatic and coordinated approach to development of these policies to reduce risk of regulatory arbitrage and minimize unintended consequences. In doing so, it also aims to identify a set of common policy measures that countries could adopt to re-scope bank business models and corporate structures.
