Book excerpt: The prize-winning PBS correspondent's provocative antidote to America's misguided approaches to K-12 school reform During an illustrious four-decade career at NPR and PBS, John Merrow—winner of the George Polk Award, the Peabody Award, and the McGraw Prize—reported from every state in the union, as well as from dozens of countries, on everything from the rise of district-wide cheating scandals and the corporate greed driving an ADD epidemic to teacher-training controversies and America's obsession with standardized testing. Along the way, he taught in a high school, at a historically black college, and at a federal penitentiary. Now, the revered education correspondent of PBS NewsHour distills his best thinking on education into a twelve-step approach to fixing a K–12 system that Merrow describes as being "addicted to reform" but unwilling to address the real issue: American public schools are ill-equipped to prepare young people for the challenges of the twenty-first century. This insightful book looks at how to turn digital natives into digital citizens and why it should be harder to become a teacher but easier to be one. Merrow offers smart, essential chapters—including "Measure What Matters," and "Embrace Teachers"—that reflect his countless hours spent covering classrooms as well as corridors of power. His signature candid style of reportage comes to life as he shares lively anecdotes, schoolyard tales, and memories that are at once instructive and endearing. Addicted to Reform is written with the kind of passionate concern that could come only from a lifetime devoted to the people and places that constitute the foundation of our nation. It is a "big book" that forms an astute and urgent blueprint for providing a quality education to every American child.

Book Creating Defense Excellence

Download or read book Creating Defense Excellence written by Pat Allen Pentland and published by DIANE Publishing. This book was released on 2001 with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense (DoD) has gone through some monumental changes in the last two decades, and it faces some enormous future challenges. The changes include the Goldwater-Nichols Defense Reform Act of 1986, which realigned authorities and responsibilities in the defense establishment, and the end of the Cold War, which brought about significant reductions in force structure. The challenges encompass the rise of new commitments and missions, the problem of adapting revolutionary information technology, and the evident need to reshape DoD's support systems, processes, and infrastructure. Both the changes and the challenges have made the need for defense reform evident. Numerous studies, commissions, panels, and Congressional reports have revolved around the single issue of transforming the Department to cope with the security needs of the 21st century. This Addendum offers recommendations that focus on structure and process, but here the NSSG also clearly states a vision--a set of desired outcomes--if the Department is to implement these recommendations. Thus, this summary aims to avoid a stovepiped examination of individual recommendations. Rather it offers an overview of the major recommendations and how they mutually reinforce each other to create excellence. This effort suggests seven future DoD outcome-oriented objectives worthy of pursuit that, if implemented, would make a remarkable difference in America's national security posture.

Book Public Sector Reforms in Developing Countries

Download or read book Public Sector Reforms in Developing Countries written by Charles Conteh and published by Routledge. This book was released on 2014-04-03 with total page 220 pages. Available in PDF, EPUB and Kindle. Book excerpt: The underpinning assumption of public management in the developing world as a process of planned change is increasingly being recognized as unrealistic. In reality, the practice of development management is characterized by processes of mutual adjustment among individuals, agencies, and interest groups that can constrain behaviour, as well as provide incentives for collaborative action. Paradoxes inevitably emerge in policy network practice and design. The ability to manage government departments and operations has become less important than the ability to navigate the complex world of interconnected policy implementation processes. Public sector reform policies and programmes, as a consequence, are a study in the complexities of the institutional and environmental context in which these reforms are pursued. Building on theory and practice, this book argues that advancing the theoretical frontlines of development management research and practice can benefit from developing models based on innovation, collaboration and governance. The themes addressed in Public Sector Reforms in Developing Countries will enable public managers in developing countries cope in uncertain and turbulent environments as they seek optimal fits between their institutional goals and environmental contingencies.

Book The Process and Politics of Defense Acquisition

Download or read book The Process and Politics of Defense Acquisition written by David S. Sorenson and published by Bloomsbury Publishing USA. This book was released on 2008-12-30 with total page 229 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States government invests billions each year on equipping armed forces with the most advanced military equipment. The root of the American defense acquisition system is driven by a combination of national interests and domestic political requirements. While fundamentally the defense acquisition system has produced results for the United States military, improvements are needed in order to continue to move forward in advancing military tactics and technology. Exploring both the systemic and political levels of the system, Sorenson argues that the United States will fall behind if the current defense acquisition system is not reformed. This book brings together elements of this complicated system, such as national security requirements, and the changes that are needed in both the structural and political pillars. A combination of political interests and the needs of the military, serviced by an ever-shrinking defense industry, make a genuine acquisition reform even more difficult, resulting in reform that is more symbolic than genuine.

Book Public Sector Reform and Performance Management in Emerging Economies

Download or read book Public Sector Reform and Performance Management in Emerging Economies written by Zahirul Hoque and published by Routledge. This book was released on 2021-05-23 with total page 401 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the recent decade, governments worldwide are increasingly focusing on being community-centric and outcomes-based. Consequently, they are starting to move towards outcomes-based approaches to public financial management systems. An outcomes-based approach allows government service agencies and specific program areas to organize and communicate priorities to achieve what matters and makes a difference rather than just going through the motions. Empirical evidence on how government agencies in emerging economies go about this contemporary approach and issues affecting these practices is limited. This edited collection of chapters is aimed at covering public sector reform and performance management in emerging economies with special reference to outcomes-based approaches in practice in government services. Practices from developed economies contained in the first book on the topic have been published by Routledge in February 2021. The insights offered on the topic are written by renowned scholars who have identified important issues pertinent to those interested in public sector governance, accounting, accountability, and performance management effectiveness in emerging economies. The book will be highly accessible to researchers, academics, and students in the fields of accounting, public administration, development studies, and other non-accounting audiences alike.
