As the Trump administration attempts to curb government spending, particularly in foreign assistance, this study reviews past attempts at reorganizing the U.S. Agency for International Development (USAID) and the U.S. Department of State, and it provides recommendations for the new administration. The task force consisted of former civil and foreign service officers and is co-chaired by Senator Jeanne Shaheen (D-NH) and Senator Todd Young (R-IN). The report addresses the potential damage that can occur if these budget cuts are not done in an informed and effective manner. It suggests that an uninformed merger of USAID/State could damage U.S. national security and prosperity and adversely affect U.S. leadership and impact abroad. The task force members have lived and worked through the Obama and Bush administrations and have important perspectives on how such reform and reorganization can be done in a productive way to maximize efficiency and resources.

Numerous studies have addressed various concerns and provided recommendations regarding U.S. foreign aid policy, funding, and structure. Of the 16 recommendations, only enhancing civilian agency resources has the support of all of the studies covered in this report. Book excerpt: Adolescence is a distinct, yet transient, period of development between childhood and adulthood characterized by increased experimentation and risk-taking, a tendency to discount long-term consequences, and heightened sensitivity to peers and other social influences. A key function of adolescence is developing an integrated sense of self, including individualization, separation from parents, and personal identity. Experimentation and novelty-seeking behavior, such as alcohol and drug use, unsafe sex, and reckless driving, are thought to serve a number of adaptive functions despite their risks. Research indicates that for most youth, the period of risky experimentation does not extend beyond adolescence, ceasing as identity becomes settled with maturity. Much adolescent involvement in criminal activity is part of the normal developmental process of identity formation and most adolescents will mature out of these tendencies. Evidence of significant changes in brain structure and function during adolescence strongly suggests that these cognitive tendencies characteristic of adolescents are associated with biological immaturity of the brain and with an imbalance among developing brain systems. This imbalance model implies dual systems: one involved in cognitive and behavioral control and one involved in socio-emotional processes. Accordingly adolescents lack mature capacity for self-regulations because the brain system that influences pleasure-seeking and emotional reactivity develops more rapidly than the brain system that supports self-control. This knowledge of adolescent development has underscored important differences between adults and adolescents with direct bearing on the design and operation of the justice system, raising doubts about the core assumptions driving the criminalization of juvenile justice policy in the late decades of the 20th century. It was in this context that the Office of Juvenile Justice and Delinquency Prevention (OJJDP) asked the National Research Council to convene a committee to conduct a study of juvenile justice reform. The goal of Reforming Juvenile Justice: A Developmental Approach was to review recent advances in behavioral and neuroscience research and draw out the implications of this knowledge for juvenile justice reform, to assess the new generation of reform activities occurring in the United States, and to assess the performance of OJJDP in carrying out its statutory mission as well as its potential role in supporting scientifically based reform efforts.

They questioned the very institutions that had been credited with Japan's past success: a powerful bureaucracy guiding the economy, close government-industry ties, "lifetime" employment, the main bank system, and dense interfirm networks. Many of these leaders turned to the U.S. model for lessons, urging the government to liberate the economy and companies to sever long-term ties with workers, banks, suppliers, and other firms.Despite popular perceptions to the contrary, Japanese government and industry have in fact enacted substantial reforms. Yet Japan never emulated the American model. In March 2002, President Bush announced the creation of the Millennium Challenge Account (MCA). This bilateral development fund represents an increase of $5 billion per year over current assistance levels and establishes of a new agency to promote growth in reform-oriented developing countries. Amounting to a doubling of U.S. bilateral development aid—the largest increase in decades—the MCA offers a critical chance to deliberately shape the face that the United States presents to people in poor nations around the world. This book makes concrete recommendations on crafting a new blueprint for distributing and delivering aid to make the MCA an effective tool, not only in its own right, but also in transforming U.S. foreign aid and strengthening international aid cooperation more generally. The book tackles head on the tension between foreign policy and development goals that chronically afflicts U.S. foreign assistance; the danger of being dismissed as one more instance of the United States going it alone instead of buttressing international cooperation; and the risk of exacerbating confusion among the myriad overlapping U.S. policies, agencies, and programs targeted at developing nations, particularly USAID. In doing so, The Other War draws important lessons from new international development initiatives, such as the Global Fund to Fight AIDS, TB, and Malaria, the mixed record of previous U.S. aid efforts, trends in the U.S. budget for foreign assistance, the agencies currently involved in administering U.S. development policy, and the importance of the relationship between Congress and the executive branch in determining aid outcomes. By his own account, he sought to bend the arc of history toward greater justice, freedom, and peace; within a year he was awarded the Nobel Peace Prize, largely for that promise. In Bending History, Martin Indyk, Kenneth Lieberthal, and Michael O’Hanlon measure Obama not only against the record of his predecessors and the immediate challenges of the day, but also against his own soaring rhetoric and inspiring goals. Bending History assesses the considerable accomplishments as well as the failures and seeks to explain what has happened. Obama's best work has been on major and pressing foreign policy challenges—counterterrorism policy, including the daring raid that eliminated Osama bin Laden; the "reset" with Russia; managing the increasingly significant relationship with China; and handling the rogue states of Iran and North Korea. Policy on resolving the Israeli-Palestinian conflict, however, has reflected serious flaws in both strategy and execution. Afghanistan policy has been plagued by inconsistent messaging and teamwork. On important "softer" security issues—from energy and climate policy to problems in Africa and Mexico—the record is mixed. As for his early aspiration to reshape the international order, according greater roles and responsibilities to rising powers, Obama's efforts have been well-conceived but of limited effectiveness. On issues of secondary importance, Obama has been disciplined in avoiding fruitless disputes (as with Chavez in Venezuela and Castro in Cuba) and insisting that others take the lead (as with Qaddafi in Libya). Notwithstanding several missteps, he has generally managed well the complex challenges of the Arab awakenings, striving to strike the right balance between U.S. values and interests. The authors see Obama's foreign policy to date as a triumph of discipline and realism over ideology. He has been neither the transformative beacon his devotees have wanted, nor the weak apologist for America that his critics allege. They conclude that his grand strategy for promoting American interests in a tumultuous world may only now be emerging, and may yet be curtailed by conflict with Iran. Most of all, they argue that he or his successor will have to embrace U.S. economic renewal as the core foreign policy and national security challenge of the future.
