Many were murdered by the regime’s death squads, and in some areas Francoists also subjected up to 15% of the population to summary military trials. Here many suffered the death sentence or jail terms up to thirty years. Although historians have recognised the staggering scale of the trials, they have tended to overlook the mass participation that underpinned them. In contrast to the discussion in other European countries, little attention has been paid to the wide scale collusion in the killings and incarcerations in Spain. Exploring mass complicity in the trials of hundreds of thousands of defeated Republicans following the end of the Spanish Civil War, The Francoist Military Trials probes local Francoists’ accusations whereby victims were selected for prosecution in military courts. It also shows how insubstantial and hostile testimony formed the bedrock of ‘investigations’, secured convictions, and shaped the harsh sentencing practices of Franco’s military judges. Using civil court records, it also documents how grassroots Francoists continued harassing Republicans for many years after they emerged from prison. Challenging the popularly prevalent view that the Franco regime imposed a police state upon a passive Spanish society, the evidence Anderson uncovers here illustrates that local state officials and members of the regime’s support base together forged a powerful repressive system that allowed them to wage war on elements of their own society to a greater extent than perhaps even the Nazis managed against their own population.

Book excerpt: This groundbreaking history of the Spanish Civil War (1936–39) examines, for the first time in any language, how General Francisco Franco and his Nationalist forces managed state finance and economic production, and mobilized support from elites and middle-class Spaniards, to achieve their eventual victory over Spanish Republicans and the revolutionary left. The Spanish Nationalists are exceptional among counter-revolutionary movements of the twentieth century, Michael Seidman demonstrates, because they avoided the inflation and shortages of food and military supplies that stymied not only their Republican adversaries but also their counter-revolutionary counterparts—the Russian Whites and Chinese Nationalists. He documents how Franco’s highly repressive and tightly controlled regime produced food for troops and civilians; regular pay for soldiers, farmers, and factory workers; and protection of property rights for both large and small landowners. These factors, combined with the Nationalists’ pro-Catholic and anti-Jewish propaganda, reinforced solidarity in the Nationalist zone. Seidman concludes that, unlike the victorious Spanish Nationalists, the Russian and Chinese bourgeoisie were weakened by the economic and social upheaval of the two world wars and succumbed in each case to the surging revolutionary left.

Book excerpt: This book analyses the influence of Francoist policy on agricultural output in the 1939-55 period. The focus is on the wheat, olive and wine sectors and special attention is given to small-scale farmers. Agrarian policy for wheat and olive oil included pricefixing, production quotas and rationing of consumption. Producers and consumers circumvented intervention by creating a black market. When earnings from the black market are included, value of output per unit of land remained close to pre-war levels. It is then concluded that the decrease in wheat output was caused by lack of draught animals and fertilisers rather than state intervention. Intervention in the wheat sector was therefore desirable from a social viewpoint but the system could have been improved significantly. Average olive oil output only fell below the pre-war level immediately after the war. Consequently, state intervention was unnecessary after 1942-43 and could have been abolished long before it was finally done in 1952. In the wine sector, policy aimed at increasing farm prices rather than decreasing consumer prices. Table wine consumption declined after the war but this was counteracted by higher demand for high-alcohol white wine for the production of brandy and industrial alcohol. Consequently, the analysis shows that similar kinds of intervention led to quite different result in terms of production, as demonstrated in the cases of wheat and olives. The central argument of the book is that the significance of Spanish Marxism lay precisely in its poverty, since it was this 'decaffeinated' version of the theory which set the parameters within which the PSOE formulated its strategy for socialism.
