This volume contains the papers discussed at a conference held at Brandenburg University of Technology, on the guidelines, instruments and programmes available to facilitate the accession of CEE countries to the EU, taking Poland as an example. The main topics of the conference were EC law, particularly EC administrative and environmental law and their incorporation into national law, organizational and administrative mechanisms necessary to carry out this process, as well as the latest EU development programmes for CEE accession countries.

Book excerpt: The European Union’s (EU) membership conditionality has been perceived as a highly effective means of influence on non-member states in the run-up to the 2004 and 2007 enlargements. According to the incentive-based explanation that dominates the literature, conditionality has been particularly effective when the EU offered a credible membership incentive and when governments did not consider the domestic costs of compliance threatening to their hold on power. This volume challenges much of the existing work on EU enlargement and postcommunist transition, however, by testing the conditionality thesis in the post-accession setting. Whereas a conditionality hypothesis would predict deteriorating compliance among the newest member states, several contributions here actually find the opposite. Enduring compliance among postcommunist states with the acquis, as well as with less formally institutionalized EU preferences for economic liberalization and minority protection, calls into question the role that conditionality plays in eliciting conformity. Simultaneously, support for the conditionality hypothesis in areas such as political party development and EU relations with Turkey and the western Balkans suggests conditionality’s effects vary across countries and issues. As the first study to systematically examine the relationship between international institutions and postcommunist states after enlargement, this volume provides new insights into how external actors exercise their power in domestic politics. Book excerpt: "This paper analyses whether EU enlargement contributed to economic growth and real convergence in the ten new member countries from Central and Eastern. In this paper, we aim to check whether the EU enlargement contributed to economic growth of ten new member countries from Central and Eastern Europe (CEE-10), including their real convergence towards the EU-15 development level. To this end, we econometrically test the relationships between selected macroeconomic variables linked to the EU enlargement and the rate of economic growth of the CEE-10 countries over the period 1996-2007. The variables comprise: (i) the progress of market or structural reforms, (ii) economic freedom, (iii) foreign aid, and (iv) the FDI inflow. In the first part of the study, we test the convergence hypothesis (both beta and sigma) for the CEE-10 group towards the EU-15 countries. In the subsequent parts, we build an econometric model and carry out the correlation and regression analyses, with a view to find out the possible effect of the EU membership on economic growth of the CEE countries. The last part of the paper develops possible scenarios of the real convergence of the CEE countries towards the EU-15. Our results indicate that the EU enlargement significantly contributed to economic growth of the CEE-10 countries and their catching up with the EU-15 development level. This conclusion has been supported by both the convergence analysis and the econometric test of economic growth determinants. According to our projections, the actual process of real convergence between individual CEE-10 economies and the EU-15 may take between 8 and 33 years."--Document home page.

Book excerpt: This paper analyses the impact of large and persistent emigration from Eastern European countries over the past 25 years on these countries’ growth and income convergence to advanced Europe. While emigration has likely benefited migrants themselves, the receiving countries and the EU as a whole, its impact on sending countries’ economies has been largely negative. The analysis suggests that labor outflows, particularly of skilled workers, lowered productivity growth, pushed up wages, and slowed growth and income convergence. At the same time, while remittance inflows supported financial deepening, consumption and investment in some countries, they also reduced incentives to work and led to exchange rate appreciations, eroding competiveness. The departure of the young also added to the fiscal pressures of already aging populations in Eastern Europe. The paper concludes with policy recommendations for sending countries to mitigate the negative impact of emigration on their economies, and the EU-wide initiatives that could support these efforts.

Available in PDF, EPUB and Kindle. Book excerpt: The effects of the Eastern enlargement, the biggest so far, are still felt across the European Union (EU). Many warned the EU was about to overreach the limits of its integration capacity. More than a decade later, this book presents a broad-based and systematic evaluation of the 2004–2007’s enlargement and its impact on the EU. In contrast to widespread scepticism, our results show that the EU’s integration capacity has been strong. Credible accession conditionality and pre-accession assistance have had a positive impact on democracy, governance capacity, and economic transformation, at least before accession. After accession, EU institutions have proven resilient. Eastern enlargement has not affected negatively the legislative capacity of the EU. It has not led to a deterioration of compliance and implementation of EU law either; initial differentiated integration has quickly returned to normal levels. This generally positive assessment stands in stark contrast with increasing public opposition to future EU enlargements. We identify some less known sources of such opposition: the lack of communication and political debate about enlargement between EU leaders and their citizens. Public opposition undermines the credibility of EU conditionality, which is crucial for having a positive impact on neighbouring countries in the future.
