Book excerpt: For more than 40 years, U.S. defense policy and the design of military capabilities were driven by the threat to national security posed by the Soviet Union and its allies. As the Soviet Union collapsed, analysts wondered what effect this dramatic change would have upon defense policy and the military capabilities designed to support it. Strangely enough, this development would ultimately have little effect on our defense policy. Over a decade later, American forces are a smaller, but similar version of their Cold War predecessors. The author argues that, despite many suggestions for significant change, the bureaucratic inertia of comfortable military elites has dominated the defense policy debate and preserved the status quo with only minor exceptions. This inertia raises the danger that American military capabilities will be inadequate for future warfare in the information age. In addition, such legacy forces are inefficient and inappropriately designed for the demands of frequent and important antiterrorist and peace operations. Lacquement offers extensive analysis concerning the defense policymaking process from 1989 to 2001, including in particular the 2001 Quadrennial Defense Review. This important study also provides a set of targeted policy recommendations that can help solve the identified problems in preparing for future wars and in better training for peace operations.

Book excerpt: "Forging a Total Force traces the evolution of the Guard and reserve from the Revolutionary War-era militias to today's operational reserve, an integral part of the nation's total force. In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding. The reserve component proved itself yet again in the wars following 9/11, but also became strained as it became clear just how much the nation depended on its Guard and reserve. Finally, the authors detail the policy changes made midstream in an attempt to address issues with the overextended force, such as balancing training and deployment with civilian lives and careers, providing health care to reservists, and integrating the active and reserve components. Book excerpt: This volume is a history of the acquisition of major weapon systems by the United States armed forces from 1945 to 1960, the decade and a half that spanned the Truman and Eisenhower administrations following World War II. These instruments of warfare—aircraft, armored vehicles, artillery, guided missiles, naval vessels, and supporting electronic systems—when combined with nuclear warheads, gave the postwar American military unprecedented deterrent and striking power.1 They were also enormously expensive. The volume is organized chronologically, with individual chapters addressing the roles of OSD, the Army, Navy, and Air Force in two distinct periods. The first, roughly coinciding with President Truman’s tenure, covers the years from the end of World War II through the end of the Korean War in 1953. The second spans the two terms of the Eisenhower presidency from 1953 through early 1961. The year 1953 marked a natural breakpoint between the two periods. The Korean War had ended. President Eisenhower and his defense team began implementing the “New Look,” a policy and strategy based on nuclear weapons, which they believed would provide security and make it possible to reduce military spending. The New Look’s stress on nuclear weapons, along with the deployment of the first operational guided missiles and the rapid advances subsequently made in nuclear and missile technology, profoundly influenced acquisition in the services throughout the 1950s and the remainder of the century. As used in this study, the term “acquisition” encompasses the activities by which the United States obtains weapons and other equipment. In surveying the history of acquisition between 1945 and 1960, this study discusses or refers in passing to many of the hundreds of weapon system programs initiated by the services in that period, but it is not a weapons encyclopedia. Instead, it investigates a few major programs in depth in the belief that such detailed examination best reveals the evolution of acquisition policies, organizations, and processes, and the various forces influencing weapons programs.

The most important of these were the end of the Cold War and the resulting decline in defense spending; advances in weapons technology, especially information technology; and the widespread belief that the acquisition system was failing to deliver the weapon systems the nation needed, when it needed them, and at a cost it was willing to pay. Both President George H. W. Bush and President William J. "Bill" Clinton made correcting acquisition's perceived weaknesses a high priority. Reforms aimed at decreasing the time required to develop and field advanced weapon systems while reducing their cost, strengthening acquisition management and organizations, improving the quality and professionalism of the acquisition workforce, forging new relationships with the defense industry, and tapping the commercial economy for leading-edge technologies, innovative business practices, and finished products easily installed in or adapted to military systems. Despite the many changes of the 1990s, decades-long trends continued: reliance on technologically superior weapons to gain advantage over potential opponents, the centralization of acquisition management in the Office of the Secretary of Defense, and congressional push for greater oversight. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.
