Book excerpt: William Morgan Shuster (1877-1960) was an American lawyer and financial expert who served as treasurer general to the government of the Persian Empire in 1911. In 1910, the Persian government asked U.S. president William Howard Taft for technical assistance in reorganizing its financial system. Taft chose Shuster to head a mission of American experts to Tehran. The Strangling of Persia is Shuster's account of his experiences, published soon after his return to the United States. In the Anglo-Russian convention of August 31, 1907, Britain and Russia had divided Persia (present-day Iran) into a Russian sphere of influence in the north of the empire and a British sphere in the south (with additional arrangements for Afghanistan and Tibet). Each power was to have exclusive commercial rights in its sphere. Under this agreement and other arrangements, Persian customs revenues were collected to guarantee the payment of interest and principal on foreign loans. Seeking to defend the interests of the Persians, Shuster clashed repeatedly with Russian and British officials, until his mission was forced to withdraw in early 1912. The book provides a detailed account of the background to the mission, of political and financial conditions in Persia in the early 20th century, and of the rivalry among Russia, Britain, and eventually Germany for influence in the country. The narrative covers the Russian military intervention of 1911, the atrocities committed by Russian troops, and the coup and dissolution of the Majlis (parliament) carried out under Russian pressure in December 1911. In this vein the BBC has become a notable element in the complex and tortured narrative of Anglo-Iranian relations. The BBC Persian Service was initially developed in 1940 to prepare and broadcast British war-time propaganda. And it has since been seen by many in Iran as an integral part of British policy-making in the region. Thirty years ago, the Shah of Iran regarded the BBC Persian Service radio as his 'enemy number one' and held it responsible for promoting the revolution of 1979. Only a couple decades earlier, the BBC Persian Service was widely accused for having been complicit in the CIA-led 1953 coup against Prime Minister Mohammad Musaddiq. And a decade earlier, the BBC Persian Service was strongly linked to the British-planned removal of Reza Shah in 1941. The BBC Persian service has frequently been perceived as an entity which was not simply a vehicle to record the changes occurring in Iran and throughout the Middle East, but rather an active agent of change. In this book, Annabelle Sreberny and Massoumeh Torfeh track the history of the BBC Persian Service, critically analysing both the assumptions that the BBC is a standard bearer for objective reporting and representations of it as a simple tool of Western interests. Also examining the history of relations between the Foreign Office and the BBC Persian Service, they demonstrate that these have never been pre-defined or rigid. Instead, they explore how both institutions have moved from an interest in what can crudely be called state-orchestrated 'propaganda' to a more subtle advocacy of fair and balanced journalism as the best agent of British values and influence.

Behrooz Ghamari-Tabrizi argues that the critics are wrong. He declares that Foucault recognized that Iranians were at a threshold and were considering if it were possible to think of dignity, justice, and liberty outside the cognitive maps and principles of the European Enlightenment. Foucault in Iran centers not only on the significance of the great thinker’s writings on the revolution but also on the profound mark the event left on his later lectures on ethics, spirituality, and fearless speech. Contemporary events since 9/11, the War on Terror, and the Arab Uprisings have made Foucault’s essays on the Iranian Revolution more relevant than ever. Ghamari-Tabrizi illustrates how Foucault saw in the revolution an instance of his antiteleological philosophy: here was an event that did not fit into the normative progressive discourses of history. What attracted him to the Iranian Revolution was precisely its ambiguity. Theoretically sophisticated and empirically rich, this interdisciplinary work will spark a lively debate in its insistence that what informed Foucault’s writing was not an effort to understand Islamism but, rather, his conviction that Enlightenment rationality has not closed the gate of unknown possibilities for human societies.
