Book excerpt: This book examines the phenomenon of modern memory as a reaction to total war, an aspiration to truth-seeking provoked by the independent forces of modern war and collective violence which is transnational, or postnational, in character. Using examples from prose and poetry, film and theatre, painting and photography, and music and the popular arts, the author traces a narrative path through the events of the twentieth century, defining the tradition of modern memory in terms of its essentially anti-militaristic, anti-war character, as expressed in the manner in which it represents recalled violence and atrocity. Through a series of thematic discussions of two world wars, the Shoah, urbicide and nuclear weapons, Postnational Memory explores the formation of transnational memory, drawing on examples from industrialized societies, with a focus on memory of real events and their reproduction in literature and the arts, often including personal recollections that link the self to the represented past. As such, by asking how the concept of modern memory is constructed through the victims of war and genocide, the book constitutes an alternative to national memories and hegemonic, militarist or ethnocentric histories. Surveying the emergence of new, transnational forms of remembering the past, it will appeal to students and scholars of sociology, memory studies and peace studies, as well as those working in disciplines such as modern and international history, cultural studies and military studies.

A process under that name started in 1971 and ended in 1977 with the adoption of two Protocols Additional to the Geneva Conventions of 1949, one for international and one for internal armed conflicts. Subsequent developments brought a narrowing of this gap between international and internal armed conflicts, as well as growing recognition of the interplay between the law of armed conflict and human rights, the rediscovery of individual criminal liability for violations of international humanitarian law, the introduction of further prohibitions or restrictions on the use of specified weapons, and so on. In contrast with these positive developments, the period was negatively characterised by increasing disrespect, not only for some or other minor rule (such as what to do with cash taken from a prisoner of war at the time of his capture) but for the very principles underlying the entire body of the law of armed conflict: respect for the other as a human being and, hence, humane treatment of prisoners of war and other detainees, protection of civilians... Throughout the period, the author’s activities ranged from participation in lawmaking and law interpreting exercises, through attempts at explaining the law of armed conflict in its historical context and making propaganda for its faithful implementation, to critical or even bewildered observance of actual events. The papers brought together here reflect these diverse angles.

Book excerpt: One of the most astonishing aspects of Hesse's career is the clear-sightedness and consistency of his political views, his passionate espousal of pacifism and internationalism from the start of World War I to the end of his life. The earliest essay in this book was written in September 1914 and was followed by a stream of letters, essays, and pamphlets that reached its high point with Zarathustra's Return (published anonymously in 1919, the year that also saw the publication of Demian), in which Hesse exhorted German youth to shake off the false gods of nationalism and militarism that had led their country into the abyss. Such views earned him the labels "traitor" and "viper" in Germany, but after World War II he was moved to reiterate his beliefs in another series of essays and letters. Hesse arranged his anti-war writing for publication in one volume in 1946; an amplified edition appeared in 1949 and that text has been followed for this first English-language edition. In his foreword Hesse describes the heart of the philosophy expressed here: "In each one of these essays I strive to guide the reader not into the world theater with its political problemns but into his innermost being, before the judgment seat of his very personal conscience." This faith in salvation via the Inward Way, so familiar to readers of Hesse's fiction, is persuasively set forth as the answer to questions of war and peace.

Stable Peace attempts to answer the question, If we had a policy for peace, what would it look like? A policy for peace aims to speed up the historically slow, painful, but persistent transition from a state of continual war and turmoil to one of continual peace. In a stable peace, the war-peace system is tipped firmly toward peace and away from the cycle of folly, illusion, and ill will that leads to war. Boulding proposes a number of modest, easily attainable, eminently reasonable policies directed toward this goal. His recommendations include the removal of national boundaries from political agendas, the encouragement of reciprocal acts of good will between potential enemies, the exploration of the theory and practice of nonviolence, the development of governmental and nongovernmental organizations to promote peace, and the development of research in the whole area of peace and conflict management. Written in straightforward, lucid prose, Stable Peace will be of importance to politicians, policy makers, economists, diplomats, all concerned citizens, and all those interested in international relations and the resolution of conflict.
