To examine why people vote the way they do, the role of political elites and the impact of the campaign dynamics, this books relies on a variety of sources including survey data, content analysis of media coverage, experimental studies, and elite interviews. The book illustrates the importance of campaign dynamics and elite endorsements in shaping public opinion, electoral mobilization and vote choices. Referendums are often criticized for presenting citizens with choices that are too complex and thereby generating outcomes that have little or no connection with the ballot proposal. Importantly this book shows that voters are smarter than they are often given credit for. They may not be fully informed about European politics, but they do consider the issues at stake before they go to the ballot box and they make use of the information provided by parties and the campaign environment. Direct democracy may not always produce the outcomes that are desired by politicians. But voters are far more competent than commonly perceived.

The opening chapters compare the two chief institutions of electoral democracy: parliamentary elections to decide who governs, and referendums to decide policies. The EU relies on international treaties for its authority to make policies. Chapters analysing referendum voting on Europe in Britain, Greece and the Netherlands show that cultural values can have a stronger influence than class. The book uses Brexit – the British referendum in which a majority voted for the UK leaving the European Union – as the leading example of a conflict between national voters and the EU. However, taking back control of policymaking does not ensure effective policymaking when success depends not only on what the British Parliament does but also on decisions taken in Brussels, Washington and elsewhere. Boris Johnson’s electoral success is insufficient to deliver all his promises in the world beyond Brexit. The EU is challenged too, as its policies increasingly depend on what happens on other continents.

Unusual circumstances led him to spend over ten years researching the significance of European integration. He discovered that a British Secret Service Agent, who investigated Jackthe-Ripper crimes, wrote about a political alliance of European nations (how it would develop, its character and future) even before the French Founding Fathers of the European Project, Jean Monnet and Robert Schuman, were born in 1888 and 1886 respectively. According to the Intelligence Officer, a Confederation of European Nations would develop through a great European crisis. And this European Confederacy would become the next major political feature in history after the restoration of the Jews to Palestine. He made this forecast before Theodor Herzl, the Father of Zionism, formed the Zionist movement in 1896. The state of Israel for the Jews was created in Palestine in May 1948. Two years later, in May 1950, the European Union was born in Paris with The Schuman Plan. These events occurred exactly as the Intelligence Officer had predicted. The author shares with the reader the important advice Schuman and Chancellor Adenauer offered to Europeans concerning the survival of the European Project. The writer responds to David Camerons Bloomberg speech. He offers a critique of his vision for Britain and Europe. He explains whether an independent Scotland should seek EU membership or not. The writer also reveals his communication with an Archbishop concerning the Church of Englands support of Britains membership of the European Union. Based upon media analysis, public opinion data and over 140 in-depth interviews with senior officials and campaigners, Ece Özlem Atikcan examines six EU referendum votes: in Spain, France, the Netherlands and Luxembourg on the European Constitution in 2005; and in Ireland on the Lisbon Treaty in 2008 and 2009. In all instances, polls show that the voting public favored the referendum proposals before the campaigns began, yet this initially positive public opinion melted away in three of these six cases. Why did this occur? Atikcan demonstrates that the key to the puzzle lies in political campaigns, where argument strategies can, at least temporarily, reverse public opinion enough to affect referendum outcomes. Providing a critical analysis of campaign strategy and EU communication policy, this book will be essential reading for academics, policymakers, politicians and future campaigners.
