Book Reduction of Capital Costs of Nuclear Power Plants

Download or read book Reduction of Capital Costs of Nuclear Power Plants written by OECD Nuclear Energy Agency and published by OECD. This book was released on 2000 with total page 122 pages. Available in PDF, EPUB and Kindle. Book excerpt: The competitiveness of nuclear power plants depends largely on their capital costs that represent some 60 per cent of their total generation costs. Reviewing and analysing ways and means to reduce capital costs of nuclear power plants are essential to enhance the economic viability of the nuclear option. The report is based upon cost information and data provided by experts from NEA Member countries. It investigates the efficiency of alternative methods for reducing capital costs of nuclear units. It will provide stakeholders from the industry and governmental agencies with relevant elements in support of policy making.

This book was released on 1989 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The OECD initiated a study of means to reduce the capital costs of nuclear power plants in the latter part of 1988. To accomplish the study, an Expert Group consisting of representatives of OECD member countries was formed. The initial meeting of the Expert Group was held in November 1988. A second meeting, documented in an ORNL trip report by this author, was held in May 1989. This meeting represents the third follow-on meeting with the primary goal of reviewing the draft report written by members of the Expert Group.

Book The Financing of Nuclear Power Plants

Download or read book The Financing of Nuclear Power Plants written by and published by Organization for Economic. This book was released on 2009 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many countries have recognized that greater use of nuclear power could play a valuable role in reducing carbon dioxide emissions. However, given the high capital cost and complexity of nuclear power plants, financing their construction often remains a challenge. This is especially true where such financing is left to the private sector in the context of competitive electricity markets. This study examines the financial risks involved in investing in a new nuclear power plant, how these can be mitigated, and how projects can be structured so that residual risks are taken by those best able to manage them. Given that expansion of nuclear power programs will require strong and sustained government support, the study highlights the role of governments in facilitating and encouraging investment in new nuclear generating capacity.--Publisher's description.

Book The Costs of Closing Nuclear Power Plants

Download or read book The Costs of Closing Nuclear Power Plants written by J. P. Stucker and published by . This book was released on 1985 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: A consensus exists on general procedures for estimating the direct costs of closure, on the need for computing present values based on the full potential economic life of the units, and on the use of reasonable and explicit inflation and discount rates. Occasionally, other types of costs are discussed but, even when recognized and quantified reasonably well, analysts hesitate to include anything other than direct costs in their bottom-line calculations. Estimates based on the best available information place the present value of the direct costs of closing the Indian Point nuclear facility in the vicinity of $5 billion in 1983 dollars. Regional costs and transfers could easily raise the local impact of the closure substantially. Other sections of the U.S. would recover the majority of those effects as local benefits for their regions. The net (unrecovered) portion of these costs should be counted in computing total closure costs. If closure of nuclear facilities requires increased purchases of petroleum products from other nations, the net U.S. cost will be correspondingly higher. This note develops a matrix form for organizing the elements of closure costs. Use of the matrix encourages the assignment of costs to the particular social or economic group they will burden; it identifies the cost trade offs that may exist between and among the different groups; and it reveals the extent or limits of particular estimates.

Book Risk informed Assessment of Regulatory and Design Requirements for Future Nuclear Power Plants Annual Report

Download or read book Risk informed Assessment of Regulatory and Design Requirements for Future Nuclear Power Plants Annual Report written by and published by . This book was released on 2000 with total page 225 pages. Available in PDF, EPUB and Kindle. Book excerpt: OAK B188 Risk-informed assessment of regulatory and design requirements for future nuclear power plants. Annual report. The overall goal of this research project is to support innovation in new nuclear power plant designs. This project is examining the implications, for future reactors and future safety regulation, of utilizing a new risk-informed regulatory system as a replacement for the current system. This innovation will be made possible through development of a scientific, highly risk-formed approach for the design and regulation of nuclear power plants. This approach will include the development and/or confirmation of corresponding regulatory requirements and industry standards. The major impediment to long term competitiveness of new nuclear plants in the U.S. is the capital cost component--which may need to be reduced on the order of 35% to 40% for Advanced Light Water Reactors (ALWRS) such as System 80+ and Advanced Boiling Water Reactor (ABWR). The required cost reduction for an ALWR such as AP600 or AP1000 would be expected to be less. Such reductions in capital cost will require a fundamental reevaluation of the industry standards and regulatory bases under which nuclear plants are designed and licensed. Fortunately, there is now an increasing awareness that many of the existing regulatory requirements and industry standards are not significantly contributing to safety and reliability and, therefore, are unnecessarily adding to nuclear plant costs. Not only does this degrade the economic competitiveness of nuclear energy, it results in unnecessary costs to the American electricity consumer. While addressing these concerns, this research project will be coordinated with current efforts of industry and NRC to develop risk-informed, performance-based regulations that affect the operation of the existing nuclear plants; however, this project will go further by focusing on the design of new plants.
