Book Rebuilding the Research Capacity at HUD

Download or read book Rebuilding the Research Capacity at HUD written by National Research Council and published by National Academies Press. This book was released on 2008-12-01 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: Today, the nation faces an array of housing and urban policy challenges. No federal department other than HUD focuses explicitly on the well-being of urban places or on the spatial relationships among people and economic activities in urban areas. If HUD, Congress, mayors, and other policy makers are to respond effectively to urban issues, they need a much more robust and effective Office of Policy Development and Research (PD&R). PD&R conducts independent research and program evaluation, funds data collection and research by outside organizations, and provides policy advice to the Secretary and to other offices in HUD. Most of PD&R's work is of high quality, relevant, timely, and useful. With adequate resources, PD&R could lead the nation's ongoing process of learning, debate, and experimentation about critical housing and urban development challenges. Rebuilding the Research Capacity at HUD makes seven major recommendations about PD&R's resources and responsibilities, including more active engagement with policy makers, formalizing various informal practices, strengthening surveys and data sets, and more. Acknowledging that the current level of funding for PD&R is inadequate, the book also makes several additional recommendations to help enable PD&R to reach its full potential.

Download or read book After the Projects written by Lawrence J. Vale and published by Oxford University Press. This book was released on 2018-11-20 with total page 432 pages. Available in PDF, EPUB and Kindle. Book excerpt: America is in the midst of a rental housing affordability crisis. More than a quarter of those that rent their homes spend more than half of their income for housing, even as city leaders across the United States have been busily dismantling the nation's urban public housing projects. In After the Projects, Lawrence Vale investigates the deeply-rooted spatial politics of public housing development and redevelopment at a time when lower-income Americans face a desperate struggle to find affordable rental housing in many cities. Drawing on more than 200 interviews with public housing residents, real estate developers, and community leaders, Vale analyzes the different ways in which four major American cities implemented the federal government's HOPE VI program for public housing transformation, while also providing a national picture of this program. Some cities attempted to minimize the presence of the poorest residents in their new mixed-income communities, but other cities tried to serve as many low-income households as possible. Through examining the social, political, and economic forces that underlie housing displacement, Vale develops the novel concept of governance constellations. He shows how the stars align differently in each city, depending on community pressures that have evolved in response to each city's past struggles with urban renewal. This allows disparate key players to gain prominence when implementing HOPE VI redevelopment. A much-needed comparative approach to the existing research on public housing, After the Projects shines a light on the broad variety of attitudes towards public housing redevelopment in American cities and identifies ways to achieve more equitable processes and outcomes for low-income Americans.

Book Decision Science for Housing and Community Development

Download or read book Decision Science for Housing and Community Development written by Michael P. Johnson and published by John Wiley & Sons. This book was released on 2015-10-01 with total page 416 pages. Available in PDF, EPUB and Kindle. Book excerpt: A multidisciplinary approach to problem-solving in community-based organizations using decision models and operations research applications A comprehensive treatment of public-sector operations research and management science, Decision Science for Housing and Community Development: Localized and Evidence-Based Responses to Distressed Housing and Blighted Communities addresses critical problems in urban housing and community development through a diverse set of decision models and applications. The book represents a bridge between theory and practice and is a source of collaboration between decision and data scientists and planners, advocates, and community practitioners. The book is motivated by the needs of community-based organizations to respond to neighborhood economic and social distress, represented by foreclosed, abandoned, and blighted housing, through community organizing, service provision, and local development. The book emphasizes analytic approaches that increase the ability of local practitioners to act quickly, thoughtfully, and effectively. By doing so, practitioners can design and implement responses that reflect stakeholder values associated with healthy and sustainable communities; that benefit from increased organizational capacity for evidence-based responses; and that result in solutions that represent improvements over the status quo according to multiple social outcome measures. Featuring quantitative and qualitative analytic methods as well as prescriptive and exploratory decision modeling, the book also includes: Discussions of the principles of decision theory and descriptive analysis to describe ways to identify and quantify values and objectives for community development Mathematical programming applications for real-world problem solving in foreclosed housing acquisition and redevelopment Applications of case studies and community-engaged research principles to analytics and decision modeling Decision Science for Housing and Community Development: Localized and Evidence-Based Responses to Distressed Housing and Blighted Communities is an ideal textbook for upper-undergraduate and graduate-level courses in decision models and applications; humanitarian logistics; nonprofit operations management; urban operations research; public economics; performance management; urban studies; public policy; urban and regional planning; and systems design and optimization. The book is also an excellent reference for academics, researchers, and practitioners in operations research, management science, operations management, systems engineering, policy analysis, city planning, and data analytics.
