The energy and climate-related goals have a bearing on uranium resources, one of the clean, low-carbon energy sources. This report shows how uranium resources could create a platform for innovative engagement with the integrated challenge of natural resource management and climate action. The United Nations Framework Classification for Resources (UNFC), the comprehensive resource management scheme, provides the necessary tools and conditions for the redesign of the uranium resource pathway. This report argues that the conventional model of uranium as a mineral commodity needs to give way to a new model of uranium as a "critical energy material" for meeting the global sustainability objectives on energy and climate action.

Book excerpt: Uranium mining in the Commonwealth of Virginia has been prohibited since 1982 by a state moratorium, although approval for restricted uranium exploration in the state was granted in 2007. Uranium Mining in Virginia examines the scientific, technical, environmental, human health and safety, and regulatory aspects of uranium mining, milling, and processing as they relate to the Commonwealth of Virginia for the purpose of assisting the Commonwealth to determine whether uranium mining, milling, and processing can be undertaken in a manner that safeguards the environment, natural and historic resources, agricultural lands, and the health and well-being of its citizens. According to this report, if Virginia lifts its moratorium, there are "steep hurdles to be surmounted" before mining and processing could take place within a regulatory setting that appropriately protects workers, the public, and the environment, especially given that the state has no experience regulating mining and processing of the radioactive element. The authoring committee was not asked to recommend whether uranium mining should be permitted, or to consider the potential benefits to the state were uranium mining to be pursued. It also was not asked to compare the relative risks of uranium mining to the mining of other fuels such as coal. This book will be of interest to decision makers at the state and local level, the energy industry, and concerned citizens.

Book excerpt: The U.S. Department of Energy, Energy Information Administration (EIA) joined with the U.S. Department of the Interior, U.S. Geological Survey (USGS) to analyse the world uranium supply and demand balance. To evaluate short-term primary supply (015 years), the analysis focused on Reasonably Assured Resources (RAR), which are resources projected with a high degree of geologic assurance and considered to be economically feasible. Such resources include uranium resources from mines currently in production as well as resources that are in the stages of feasibility or of being permitted. Sources of secondary supply for uranium, such as stockpiles and reprocessed fuel, were also examined. To evaluate long-term primary supply, estimates of uranium from unconventional and from undiscovered resources were analysed. At 2010 rates of consumption, uranium resources identified in operating or developing mines would fuel the world nuclear fleet for about 30 years. However, projections currently predict an increase in uranium requirements tied to expansion of nuclear energy world-wide. This book presents critical analyses of world uranium resources with a focus on identified resources, production capacity and long-term demand and supply projections.

Book excerpt: In its present condition, the dam of the tailings pond is less stable than is recommended by international practice. A surveillance system has been established to observe both vertical and horizontal soil movement and the buildup of stresses in the soil. The stability of the dam depends primarily on erosion by shore processes and the consequent reduction of the counterbalance, as well as the reduction in strength of the Cambrian clay underlying the dam caused by creep and by water percolating to the bottom of the pond. The most critical need is to enlarge the counterbalance and to stop erosion. The surveillance system should be supplemented with a system of inclinometers. Monitoring of coastal processes should be continued. At present, the hydrodynamic stress on the dam is minimal because the pebble layer allows drainage of water out of the tailings pond and into the sea. The regulatory requirement to end emissions into the Baltic Sea must be met without causing undesirable hydrodynamic stresses on the dam. Book excerpt: Wastelanding tells the history of the uranium industry on Navajo land in the U.S. Southwest, asking why certain landscapes and the peoples who inhabit them come to be targeted for disproportionate exposure to environmental harm. Uranium mines and mills on the Navajo Nation land have long supplied U.S. nuclear weapons and energy programs. By 1942, mines on the reservation were the main source of uranium for the top-secret Manhattan Project. Today, the Navajo Nation is home to more than a thousand abandoned uranium sites. Radiation-related diseases are endemic, claiming the health and lives of former miners and nonminers alike. Traci Brynne Voyles argues that the presence of uranium mining on Diné (Navajo) land constitutes a clear case of environmental racism. Looking at discursive constructions of landscapes, she explores how environmental racism develops over time. For Voyles, the “wasteland,” where toxic materials are excavated, exploited, and dumped, is both a racial and a spatial signifier that renders an environment and the bodies that inhabit it pollutable. Because environmental inequality is inherent in the way industrialism operates, the wasteland is the “other” through which modern industrialism is established. In examining the history of wastelanding in Navajo country, Voyles provides “an environmental justice history” of uranium mining, revealing how just as “civilization” has been defined on and through “savagery,” environmental privilege is produced by portraying other landscapes as marginal, worthless, and pollutable.

Book excerpt: The decay product of the medical isotope molybdenum-99 (Mo-99), technetium-99m (Tc-99m), and associated medical isotopes iodine-131 (I-131) and xenon-133 (Xe-133) are used worldwide for medical diagnostic imaging or therapy. The United States consumes about half of the world's supply of Mo-99, but there has been no domestic (i.e., U.S.-based) production of this isotope since the late 1980s. The United States imports Mo-99 for domestic use from Australia, Canada, Europe, and South Africa. Mo-99 and Tc-99m cannot be stockpiled for use because of their short half-lives. Consequently, they must be routinely produced and delivered to medical imaging centers. Almost all Mo-99 for medical use is produced by irradiating highly enriched uranium (HEU) targets in research reactors, several of which are over 50 years old and are approaching the end of their operating lives. Unanticipated and extended shutdowns of some of these old reactors have resulted in severe Mo-99 supply shortages in the United States and other countries. Some of these shortages have disrupted the delivery of medical care. Molybdenum-99 for Medical Imaging examines the production and utilization of Mo-99 and associated medical isotopes, and provides recommendations for medical use.
