Establishing that the concepts and solutions presented are credible enough to warrant intensive investigation, refinement, and eventual implementation is the primary goal of this book. The set of solutions presented is only meant to be a starting point for discussions, refinements, and research. A very large amount of work, compromises with affected groups, public discussions, and political support will be needed before a version of these solutions can be implemented.
