Book Recurrent expenditure requirements of capital projects estimation for budget purposes

Download or read book Recurrent expenditure requirements of capital projects estimation for budget purposes written by Ronald Hood and published by World Bank Publications. This book was released on 2002 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper examines the issue of estimating recurrent costs associated with capital projects in the investment budget. It is intended to help overcome budget planning problems which give rise to the chronic under-funding of maintenance and operating costs typical in some developing economies. The objective is to provide guidance in the preparation of budget submissions so that information on the future recurrent cost implications of today's capital spending is quantified in a way that supports the authorities in making project selection and budget decisions. The paper is in three parts. The first part outlines some concepts and definitions involved in measuring recurrent costs. The second part provides stylized examples of individual projects. And the third part presents some rough empirical guidance drawn from a sample of actual investment projects.

Book excerpt: A key challenge in government budgeting is to define an appropriate balance between current and capital expenditures. Budgeting for government capital investment also remains not well-integrated into the formal budget preparation process in many countries. This paper aims to provide an overview of past and current budgeting practices for public investment. The study will also provide a comparison between the budget practices between low-income countries and developed countries and make a series of recommendations for how to ensure efficient integration of capital planning and budget management in low-income countries.

Book Guidelines for Public Expenditure Management

Download or read book Guidelines for Public Expenditure Management written by Mr.Jack Diamond and published by International Monetary Fund. This book was released on 1999-07-01 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Traditionally, economics training in public finances has focused more on tax than public expenditure issues, and within expenditure, more on policy considerations than the more mundane matters of public expenditure management. For many years, the IMF's Public Expenditure Management Division has answered specific questions raised by fiscal economists on such missions. Based on this experience, these guidelines arose from the need to provide a general overview of the principles and practices observed in three key aspects of public expenditure management: budget preparation, budget execution, and cash planning. For each aspect of public expenditure management, the guidelines identify separately the differing practices in four groups of countries - the francophone systems, the Commonwealth systems, Latin America, and those in the transition economies. Edited by Barry H. Potter and Jack Diamond, this publication is intended for a general fiscal, or a general budget, advisor interested in the macroeconomic dimension of public expenditure management.

Book Proceedings of Government Industry Forum

Download or read book Proceedings of Government Industry Forum written by National Research Council and published by National Academies Press. This book was released on 2002-05-29 with total page 50 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recurrent problems with project performance in the U.S. Department of Energy (DOE) in the 1990s raised questions in Congress about the practices and processes used by the department to manage projects. The 105th Committee of Conference on Energy and Water Resources directed DOE to investigate establishing a project review process. Many of the findings and recommendations in this series of reports identified the need for improved planning in the early project stages (front-end planning) to get the project off to the right start, and the continuous monitoring of projects by senior management to make sure the project stays on course. These reports also stressed the need for DOE to act as an owner, not a contractor, and to train its personnel to function not as traditional project managers but as knowledgeable owner's representatives in dealing with projects and contractors. The NRC Committee for Oversight and Assessment of Department of Energy Project Management determined that it would be helpful for DOE to sponsor a forum in which representatives from DOE and from leading corporations with large, successful construction programs would discuss how the owner's role is conducted in government and in industry. In so doing, the committee does not claim that all industrial firms are better at project management than the DOE. Far from it-the case studies represented at this forum were selected specifically because these firms were perceived by the committee to be exemplars of the very best practices in project management. Nor is it implied that reaching this level is easy; the industry speakers themselves show that excellence in project management is difficult to achieve and perhaps even more difficult to maintain. Nevertheless, they have been successful in doing so, through constant attention by senior management.

This book was released on 2017-07-06 with total page 49 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Technical Assistance Report presents an assessment of public investment management in Botswana. Botswana’s public investment has been consistently high for the past 25 years coupled with prudent fiscal policy and moderate debt at about 10 percent of GDP. Relatively high public investment spending has contributed to steady accumulation of capital stock—almost three times more per capita than peers and emerging market averages. More than 60 percent of investment is spent on economic affairs. While Botswana performed better than peer and emerging market averages up to 2010, more recently, indicators of infrastructure quality suggest significant bottlenecks, particularly in access to electricity supply and railways.

Book Fiscal Policy for Growth and Development in Tajikistan

Download or read book Fiscal Policy for Growth and Development in Tajikistan written by Martin Brownbridge and published by World Bank Publications. This book was released on 2008 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: Tajikistan's economy has recovered strongly after the collapse of the 1990s, but sustaining rapid economic growth over the long term and reducing poverty present major challenges for policymakers. This paper contributes to the debate over the strategic role for fiscal policy to play in meeting these challenges, utilizing the "fiscal space" approach to assess the long-term potential for expanding public provision of growth-promoting goods and services and evaluating the priorities for public spending. It also analyzes the long-term risks to fiscal sustainability, from external public debt and the quasi fiscal deficit of the electricity sector. The paper contends that institutional reforms in key areas, notably public financial management, tax administration, and the energy sector, are crucial for generating fiscal space and for ensuring that higher levels of public spending are translated into stronger economic growth and poverty reduction. The priorities for government spending should be education, health, and the maintenance of the core networks of the existing infrastructure for energy and transport, rather than new public investment projects.

Download or read book Timor Leste written by International Monetary Fund and published by International Monetary Fund. This book was released on 2010-11-24 with total page 58 pages. Available in PDF, EPUB and Kindle. Book excerpt: Timor-Leste is a unitary state and has made significant progress with improving its fiscal transparency. The government has adopted a transparent, fiscally sustainable governance framework for the petroleum sector. Nonetheless, there are still many areas in which Timor-Leste diverges from the International Monetary Fund Code for clarity of roles and responsibilities, openness of the budget process, public availability of information, and guarantees of integrity. Particular attention should be paid to improvement of the systems consolidating fiscal information and enabling fiduciary responsibilities of the Ministry of Finance.

Book Democratic Republic of Timor Leste

Download or read book Democratic Republic of Timor Leste written by International Monetary Fund and published by International Monetary Fund. This book was released on 2010-11-24 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: Timor-Leste weathered the global financial crisis well and experienced healthy economic growth rates. It has made solid progress in strengthening the public financial management systems. The budget document provides comprehensive information; fiscal transparency is high. The Ministry of Finance lacks the time and capacity for adequate review of rationale, costing, and impact of public investment. Internal and external audit form the largest gaps in the present public financial management system. Buy-in and long-term commitment from development partners will be essential.
