Book excerpt: These five volumes concern one of the most important institutions in human history, the military, and the interactions of that institution with the greater society. Military systems serve nations; they may also reflect them. Soldiers are enlisted; they may also be said to self-select. Military units have missions; they also have interests. In an older, more traditional military history, while the second reflects a newer approach. Although each statement in the pairs may be said to be true, the former speak from the framework of the military sciences; the latter, from the framework of the social and behavioral sciences. The military systems of our past differ from one another over time, in political origins, size, missions, and technological and tactical fashions, but to a great extent their historical experiences have been more noticeably similar than they were different. When we ask questions about the recruiting, training, or motivating of military systems, or of those systems' interactions with civilian governments and with the greater society, as do the essays in these five volumes of reading on The Military and Society we are struck by the almost timeless patterns of continuity and similarity of experience. In each of these volumes approximately half of the essays selected deal with the experience in the United States; the other half, with the experiences of other states and times, enabling the reader to engage in comparative analysis.

Book excerpt: This report describes recruiting trends through early 1995, focusing on changes in youth enlistment propensity and the Army's ability to "convert" the potential supply of recruits into actual enlistments. Using updated survey data and methods of analyzing propensity, it concludes that the potential supply of recruits remains higher in FY95 than it was during 1989, when recruiting results were good. However, the latest survey results indicate some downturn in youth interest in military service. When that downturn is coupled with the large increase in accession requirements during FY96 and FY97, the ratio of supply to demand for high-quality enlistees could fall short of its predrawdown levels. Furthermore, survey data show a drop in the rate at which potential high-quality recruits discuss military service with key "influencers" (such as family and friends) and fewer contacts between recruiters and high school students (perhaps due to cuts in numbers of recruiters, their reduced presence in high schools, or a shift in focus from current students to graduates). Taken together, these results suggest future difficulties in meeting accession goals, which should be countered by increases in recruiting resources such as advertising, educational benefits, and recruiters.

Book excerpt: One popular program, the Montgomery GI Bill, enrolls large numbers of individuals, but the vast majority of service members use their benefits after separating from service. Thus, the military does not receive the benefits of a more educated and productive workforce, unless the individuals subsequently join a reserve component. The authors suggest the Department of Defense should consider nontraditional policy options to enhance recruitment of college-bound youth. Recruiters could target more thoroughly students on two-year college campuses, or dropouts from two- or four-year colleges. Options for obtaining some college before military service could be expanded by allowing high school seniors to first attend college, paid for by the military, and then enlist. Or the student might serve in a reserve component while in college and then enter an active component after college.

The primary objective of this book is to help the DoD improve its research on advertising and recruiting policies. Evaluating Military Advertising and Recruiting: Theory and Methodology presents a framework for evaluation that links different types of research questions to various research methodologies. The framework identifies four major categories of research questions and four broad methodological approaches. The first category of research question asks "What does a target audience see as attractive or unattractive features of a program?" It is well suited to examination via qualitative methods, such as focus groups, unstructured or open-ended surveys, and interviews. The second category of research question asks "What is the effect of a program on specified attitudes or behavioral intentions?" It is well suited to examination via surveys, experiments, and quasi experiments. The third category of research question asks "What is the effect of a proposed new program on enlistment?" It is well suited to examination via experiments and quasi experiments. The final category of research question asks "What is the effect of an existing program on enlistment?" It is well suited to examination via econometric modeling.

Book excerpt: This thesis identifies and analyzes recruiting strategies that exist outside of the military service that might be considered to increase the number of high-quality enlisted recruits for the United States Army Special Forces Command (USASFC). The thesis contains a review of the current Special Forces recruiting processes and describes how Special Operations Recruiting Command (SORC) recruits enlisted soldiers. It also analyzes goal congruency and cohesion between SORC, SWCS(A), and USASFC(A). Using recruiting process case studies obtained from five diverse civilian organizations, the thesis examines common successful tactics, methods, and techniques (TMTs) used to recruit candidates and then evaluates these TMTs to determine their applicability to the current SF recruiting model. Finally, the thesis offers three main recommendations using successful TMTs: quality control measures are needed throughout a successful organization; goal congruency is needed to reduce friction and achieve effective and efficient bottom-line results; and metrics, incentives, and defined success must be aligned with the bottom-line target. These recommendations could result in fewer candidates required for recruitment by SORC, while producing a greater number of high-quality recruits for the SF training pipeline and, ultimately, for USASFC(A) units.
