Within the Department of Homeland Security, the Federal Emergency Management Agency's (FEMA) Grant Programs Directorate administers the Port Security Grant Program (PSGP) to strengthen ports against risks from terrorist attacks. FEMA received and obligated $150 million in Recovery Act PSGP funds in 2009, and, as of September 2010, recipients have drawn down over $10 million. To facilitate recipient reporting, FEMA must consider the need both for transparency and for protection of Sensitive Security Information (SSI), which could be detrimental to transportation security if disclosed. As requested, GAO assessed FEMA's: (1) controls to ensure Recovery Act PSGP staff consistently follow SSI policies, and (2) steps to ensure PSGP recipients have not disclosed SSI on Recovery.gov. GAO reviewed relevant laws, regulations, guidance, and a random sample of PSGP Recovery Act recipient reports available as of February 2010, and interviewed agency officials. "

The Federal Emergency Management Agency (FEMA), a DHS component agency, is the agency responsible for distributing grant funds. GAO was asked to evaluate the extent to which DHS has (1) allocated PSGP funds in accordance with risk; (2) encountered challenges in administering the grant program and what actions, if any, DHS has taken to overcome these challenges; and (3) evaluated the effectiveness of the PSGP. To address these objectives, GAO reviewed the PSGP risk model, funding allocation methodology, grant distribution data, and program documents, such as PSGP guidance. Additionally, GAO interviewed DHS and port officials about grant processes, funding distribution, and program challenges, among other things. GAO recommends that DHS strengthen its methodology for measuring vulnerability in ports by accounting for how past security investments reduce vulnerability and by using the most precise data available. GAO also recommends that DHS evaluate the cost-share waiver review process and take steps to expedite the process where appropriate and develop a plan with milestones for implementing performance measures for the PSGP. DHS concurred with GAO's recommendations.

Since 2008, GAO and others have assessed the model and made recommendations to strengthen it. This report 1) describes SHSP and UASI grant awards during fiscal years 2008 through 2018, and factors affecting grant distributions; and 2) examines the steps that FEMA has taken to strengthen its risk assessment model for allocating preparedness grants, and any additional opportunities to improve the model. GAO is making three recommendations to FEMA to further strengthen its risk-based grant assessment model by (1) fully documenting the model’s assumptions and justifications, (2) performing additional in-depth analyses, and (3) coordinating an external peer review.
