Book excerpt: Although the Horn of Africa was historically one of the earliest destinations for Yemeni migrants, it has been overlooked by scholars, who have otherwise meticulously documented the Yemeni presence in the Indian Ocean region. Subjects of Empires/Citizens of States draws on rich ethnographic and historical research to examine the interaction of the Yemeni diaspora with states and empires in Djibouti and Ethiopia from the early twentieth century, when European powers began to colonize the region. In doing so, it aims to counter a dominant perspective in Indian Ocean studies that regards migrants across the region as by-products of personal networks and local oceanic systems, which according to most scholarship led to cosmopolitan spaces and hybrid cultures. Samson Bezabeh argues that far from being free from the restrictions of state and empire, these migrant communities were constrained, and their agency structured, by their interactions with the institutions and relations of states and empires in the region. Elegantly combining theoretical readings with extensive empirical findings, this study documents a largely forgotten period in the history of Yemeni migration as well as contributing to the wider debates on class, citizenship, and ethnicity in relation to diaspora groups. It will appeal to specialists in Middle East studies and to those who study the Indian Ocean and Horn of Africa regions, as well as to migration and diaspora studies scholars, nongovernmental organizations, and policy makers concerned with the Red Sea and Gulf of Aden region.

Book excerpt: Italy's invasion of Ethiopia in 1935 marked a turning point in interwar Europe. The last great European colonial conquest in Africa, the conflict represented an enormous gamble for the Fascist dictator Benito Mussolini. He faced a challenge not only from a stout Ethiopian defence, but also from difficult logistics made worse by the League of Nations' half-hearted sanctions. Mussolini faced down this opposition, and Italian troops, aided by air superiority and liberal use of yprite gas, conquered Addis Ababa within eight months, a victory that shocked many military observers of the time with its speed and suddenness. The invasion had enormous repercussions on European international relations. In the midst of a national election campaign, the British National Government had felt constrained to support the League, despite fears that sanctions through the League could lead to war with Italy. The concentration of the Royal Navy in the Mediterranean Sea alienated Mussolini and placed the French government on the horns of dilemma; should France support its military partner, Italy, or its more important potential ally, Great Britain? French attempts to mark out a middle ground did little to placate the Duce, and the crisis seemed to develop a deep rift between Fascist Italy and the Anglo-French democracies, while at the same time creating a crisis in Anglo-French relations. Mussolini turned towards Nazi Germany in an attempt to end his diplomatic isolation during the sanctions episode, although Hitler considered the Duce's friendship a mixed blessing. The question of American adherence to sanctions increased ill will between British politicians and the Roosevelt administration in Washington, as each tended to blame the other for the failure of oil sanctions and the collapse of collective security. The international crisis posed similarly thorny problems for the smaller powers of Europe, and for Japan and the Soviet Union. The crisis impeded common defence against Fascist expansionism while giving impetus to claims of the revisionist powers. Despite the tremendous importance of the international crisis, however, little new work on the subject has appeared in recent decades. In this volume, an international cast of contributors take a fresh look at the crisis through the lens of new evidence and new approaches to international relations history to provide the most comprehensive coverage of the crisis currently possible, and their work provides new frames of reference for exploring imperialism, collective security and genocide.

Book excerpt: In From Poverty to Famine in Northeast Ethiopia, James McCann engages an interdisciplinary perspective to uncover the historical background to the persistence of famine in the northeast region of Ethiopia. His study focuses on the northern Wallo region, an area that was incorporated into Haile Selassie's modern state system and now one of the most devastated portions of the country. The history of northern Wallo and its position within the modern Ethiopian state is presented through an examination of the circumstances in which its rural population lived, farmed, and adapted to a changing physical environment and political economy between 1900 and 1935. This period also coincided with the most critical years of colonial Africa's incorporation into the world economy. McCann's employment of new field data calls into question previous studies of Africa, which have frequently identified ecological stress and famine as simply the products of capitalist development. What accounts for rural Ethiopia's vulnerability to famine, when it boasts one of Africa's most efficient traditional agricultural systems? To what extent have northern Ethiopian patterns of property, marriage, and ideology resisted or contributed to the overall impoverishment of the rural economy? The answers to these questions are found in McCann's careful examination of the historical, geographic, ecological, and demographic characteristics that have affected northern Wallo's systems of production. This comprehensive description of northern Wallo's historical experience is also instructive in terms of the nature of social change and continuity, and the persistence of famine throughout northern Ethiopia.
