His Majesty having been pleased to appoint George Earl of Macartney to be Governor and Commander in Chief in and over the Settlement of the Cape of Good Hope, in South Africa, with the Territories and Dependencies thereof, his Lordship this Day took the Oaths appointed to be taken by the Governors of His Majesty's Plantations. At the Court at St. James's, the 28th of December, 1796, Present the King's Most Excellent Majesty in Council. Whereas by an Act passed in the present Session of Parliament, intituled, "An Act to authorize His Majesty, for a limited Time, to make Emulations respecting the Trade and Commerce to and from the Cape of Good Hope," it is enacted, that it shall and may be lawful for His Majesty, by and with the Advice of bis Privy Council, by any Order or Orders, to be issued from Time to Time, to give such Directions, and make such Regulations, touching the Trade and Commerce to and from the Settlement of the Cape of Good Hope, and the Territories and Dependencies thereof, as to His Majesty in Council shall appear most expedient and salutary, any of the Acts of Parliament therein referred to, or any Usage, Law or Custom, to the contrary notwithstanding. Book excerpt: Excerpt from Records of the Cape Colony From February 1793 to December 1796: Copied for the Cape Government, From the Manuscript Documents in the Public, Record Office, London With regard to the titles of the officials in England, it should be remembered that only since the 12th of June 1854 has there been a Secretary of State exclusively for the colonies. In 1793 and during the early months of 17 94 the colonies were under the direction of the Secretary of State for the Home Department. The Right Honourable Henry Dundas, afterwards Viscount Melville, filled that office, and the post of Under Secretary was occupied by ML, subsequently Sir, Evan N epean. On the 1lth of July 1794 a new department, that of Secretary of State for War, was created, and both the gentlemen here named were transferred to it. The direction of the colonies passed over with them, an arrangement which was first formally recognised on the 17th of March 1801, when Lord Hobart succeeded Mr. Dundas, with the title of Secretary of State for the War and Colonial Department. In 1795 Mr. N epean became Secretary of the Admiralty, and was succeeded as Under Secretary for War by Mr. William Huskisson, previously Chief Clerk in the office. Most of the originals are in perfect preservation, but in a few the ink has faded, and the corners of a few others have been torn off. This is the cause of the omission of words here and there in the correspondence between Major General Craig and the Court of Justice concerning the mode of inflicting capital punishment. With regard to the titles of the officials in England, it should be remembered that only since the 12th of June 1854 has there been a Secretary of State exclusively for the colonies. I have not yet seen Major General Dundas, as he is detained in the Country on Business, but I have found a Letter which he left for me, from whence I have reason to hope the Business he is upon will not detain him much longer, and as there will be another Opportunity of sending to England in about a Fortnight, and I shall by that time have been able to confer fully with him, I chuse to defer all other matters till that time, except mentioning the anxious and earnest manner in which he presses for the arrival of the Reinforcement of Troops so long promised, and I must beg leave to add my most earnest Representations to his on the Subject. As to everything else, I am happy to say I find all things as well as I could expect, and the Revenues I understand are gradually improving.
