In its prepar ation I have used State laws, reports of the various State officers and the State newspapers of the time. There are also some contemporary narratives, such as Judge Mur phy's Memorial, which have been of assistance. But, for the greater part, I have had to depend upon the docu ments found in the State Library at Raleigh. In' addition to this, President Peacock kindly gave me access to the very fine collection of North Carolina literature at Greens boro Female College. The work stops at the outbreak of the Civil War, for there are several reasons why this is an appropriate point to close the subject. In the first place there was at that time a complete suspension of public works in the State. After the war those which were undertaken were of a different kind and were carried on by totally different methods. Then too, during reconstruction, the question was one which was intimately connected with politics, and was more than a mere question of internal development. In this volume the aim is to illustrate the working out of Reconstruction in the South, with special reference to race relations, political morality, and economic, educational and religious matters. Some material is included to illustrate later phases of certain problems of Reconstruction. Legal and official documents are fewer in this volume than in the former one, more points of controversy arise in the period covered, and feeling was more intense, consequently, the psychological element to be considered is more important. As to origin the various documents may be roughly classified, according to bias or inclination, thus: State laws, 7; Federal laws, 9; Court decisions, 6; Northern Radical, 51; Northern Conservative, 36; Southern Conservative, 121 (including 4 "Old Whigs" and 10 negroes); Southern Radical, 76 ("carpetbaggers," 26; "scalawags," 20; negroes, 30); Southern Unionist, 10; Southern "Reform" Republican, 5; foreigners, 7; unclassified, 10. Parts of Chapters vii, viii, and xii have been taken from a series of pamphlets, now out of print, published in 1904, entitled West Virginia University Documents Relating to Reconstruction. The economic, political, and Social life of the populace was upset by the recent conflict, and the losses enforced on them by legislative action and military commandeer ing began to be felt after a few months. Government was ad ministered by the military under the Reconstruction acts and the laws under which the state had operated before the war were outmoded by secession and by occupation as a rebel terri tory until a framework of government acceptable to Congress could be set up. During this period various sections of the state and many of its citizens had forced upon them, through daily contact with the unfortunate Of their communities, the realization that some thing Should be done to alleviate many social and economic conditions. In the North Carolina constitution of 1776 there had been no provision for care Of the commonwealth's unfortunate and under privileged citizens.
