Book excerpt: First published in 1997, this volume is about the challenge of introducing business-originated concepts of quality assurance, personal social services are currently confronted with all over Europe. Undoubtedly, the new orientation towards a more business-like approach in social welfare settings will raise professionalism, "client-orientation" and controlling (instead of mere inspection). There is evidence, however, that the specificities of personal social services are not always taken into account if it comes to introducing market values and mechanisms. Due to this development it becomes essential to promote more adequate criteria for quality standards in the very field of personal social services. The challenge is to maintain a certain standard of service provision while at the same time reconsidering the preconditions for defining quality. This will imply the search for a consensus between allegedly diverging approaches, i.e. between their different basic concepts, aims and standards. Given the social and economic context within which these developments are taking place, the focus of the contributions is on their critical assessment in different European countries. An overview is given about national developments in the areas of care for older persons and other social services. The contributors from Austria, Belgium, Denmark, Finland, Germany, Italy, the Netherlands, Norway, Sweden, and the UK look at how and by whom quality is defined and what challenges the actors of the traditionally mixed economy of personal social services are meeting. Empirical evidence about user involvement and satisfaction is given but also theoretical reasoning about the impact of business approaches on a "pubic good". Thus, the book tries to fill an important gap in practice, research and policy-making concerning personal social services and quality issues.

However, relying on this alone is problematic and these governments are becoming increasingly interested in finding ways of enabling communities to help themselves. Drawing upon original, in-depth studies of self-help activities in both deprived and affluent neighbourhoods in UK cities, this book examines why the populations of deprived neighbourhoods are more likely to be excluded not only from the labour market but also from adopting self-help practices in response to their situation. It also identifies the barriers which discourage participation in self-help projects. A combination of policies are advocated, bringing together innovative bottom-up initiatives such as LETS, time currencies and Employee Mutuals, with top-down policies such as Active Citizens’ Credits. This book instead suggests a fresh and positive approach towards revitalizing deprived neighbourhoods based on seeking the full-engagement, rather than merely the full-employment, of deprived populations.

Through administrative reforms, conditions of entitlement have been narrowed. With the introduction of compulsory work for recipients the contract between the state and uninsured unemployed people is changing. The product of research funded by the European Union, this book compares 'work-for-welfare' - or workfare - programmes objectively for the first time. It considers well publicised schemes from the United States alongside more overlooked examples of workfare programmes from six European countries: France, Germany, the Netherlands, Norway, Denmark and Britain. It is the first time that details of workfare programmes have been collated in such an easily accessible format. 'An offer you can't refuse' provides an analysis of the ideological debates that surround compulsory work programmes and gives a detailed overview of the programmes implemented in each country, including their political and policy contexts and the forces that have combined to facilitate their implementation.
