Book Recommended Harvest Strategy for Bering Sea Tanner Crab

Download or read book Recommended Harvest Strategy for Bering Sea Tanner Crab written by Benjamin Daly and published by . This book was released on 2020 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Alaska Department of Fish and Game (ADF&G) harvest strategy for Bering Sea Tanner crab has evolved over the past 40 years in response to fluctuations in biomass, advancements in understanding of Tanner crab biology, and continued improvements in assessment modelling approaches. Although the intent of all harvest strategy changes was to improve the stability of this fishery and minimize closures, this fishery has been closed 5 out of the last 10 seasons and currently has the most complicated strategy of all the Bering Sea Aleutian Islands (BSAI) crab stocks. In collaboration among ADF&G, the University of Washington, the National Oceanic and Atmospheric Administration (NOAA), and the commercial crab industry, we take a holistic approach using the most current scientific methods to evaluate and advance a new harvest strategy that explicitly incorporates conservation and economic goals. Specifically, we used a Management Strategy Evaluation (MSE) via 100-year forecast simulations to examine the ability of 15 harvest strategies to provide sustainable harvest. Additionally, we recomputed historical total allowable catches (TACs) to further understand harvest strategy performance using “real” data (i.e., not simulated data in the MSE forecast simulations). Of the 15 strategies, 7 were discarded due to conservation concerns (e.g., high probability of total fishery mortality exceeding federal overfishing limits), and two were discarded due to economic concerns (e.g., low projected catch). Because male-only policies ignore the contribution of females to the reproductive potential of the population, we focused our recommendation on polices that include consideration of mature female biomass. Of those 4 remaining policies, we recommend a harvest policy that includes a threshold for opening the fishery of 25% of the long-term (1982-2018) average of mature male biomass, a minimum (5% or 10%) and 20% maximum exploitation rate on mature male biomass adjusted for relative mature female biomass, and a 50% maximum exploitation rate on exploitable, industry-preferred size legal male abundance. Our analysis suggests these policies balance the tradeoff between conservation and economic considerations.

Book Updated Tanner Crab Harvest Strategies for Kodiak Chignik and South Peninsula Districts

Download or read book Updated Tanner Crab Harvest Strategies for Kodiak Chignik and South Peninsula Districts written by Kally Spalinger and published by . This book was released on 2021 with total page 31 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Alaska Department of Fish and Game (ADF&G) recommends updating harvest strategies for the Tanner crab Chionoecetes bairdi fisheries in the Kodiak, Chignik and South Peninsula Districts. Proposed harvest strategies will update minimum regulatory thresholds used to determine fishery openings and use similar framework and rationale to the harvest strategy recently adopted for Bering Sea Tanner crab. The proposed harvest strategies account for fluctuations in both mature male and female abundance and produce guideline harvest levels (GHLs) in line with historical management practices.

Book Prince William Sound Tanner Crab Commercial Fishery Harvest Strategy Recommendations and Proposed Assessment 2022

Download or read book Prince William Sound Tanner Crab Commercial Fishery Harvest Strategy Recommendations and Proposed Assessment 2022 written by Wyatt J. Rhea-Fournier and published by . This book was released on 2021 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Alaska Department of Fish and Game (ADF&G) has developed a Tanner crab Chionoecetes bairdi commercial fishery harvest strategy recommendation with an associated trawl survey assessment for the Prince William Sound Area (PWSA). Methods for developing this harvest strategy follow the approach in the Registration Area E Tanner crab harvest strategy, and methods for developing the survey assessment follow the approach for the historical ADF&G PWSA large-mesh bottom trawl survey. New areas have been proposed and defined within the PWSA with minimum abundance thresholds to open a commercial fishery and harvest rates specific to each area. A bottom trawl survey has been designed for each of the areas to estimate the abundance of Tanner crab and assess if the minimum abundance threshold has been met. Trawl surveys have been completed in 2 of the areas occurring in 2020 and 2021 with results indicating that the abundance estimate does not meet the minimum abundance threshold to open a commercial fishery for Tanner crab in those 2 areas. These recommendations will provide the basis for ADF&G proposals to be submitted at the November 2021 Alaska Board of Fisheries meeting and will inform commercial fishery management decisions in 2022.

Book Recommended Harvest Strategy for Aleutian Islands Golden King Crab

Download or read book Recommended Harvest Strategy for Aleutian Islands Golden King Crab written by Benjamin Daly and published by . This book was released on 2019 with total page 195 pages. Available in PDF, EPUB and Kindle. Book excerpt: Golden king crab (Lithodes aequispinus) occur in disjunct spatial distributions from the Japan Sea to the northern Bering Sea (ca. 61° N latitude) and as far south as northern British Columbia, with commercial concentrations throughout the Aleutian Islands. The Aleutian Islands golden king crab (AIGKC) fishery is managed in two separate areas east (eastern Aleutian golden, EAG) and west (western Aleutian golden, WAG) of 174° W long with total allowable catch (TAC) fixed in regulation for each area with the intent to develop an abundance-based harvest strategy once a stock assessment model is established. The recently accepted a male-only, size-based stock assessment model provides population abundance estimates that were not previously available. We conducted 30-year forecast simulations (500 replicates) to evaluate how thirteen different harvest policies affect stock sustainability and productivity by comparing conservation (overfished, overfishing, stock status) and economic (fishery closures, catch, catch variation, fishing effort) criteria. All harvest policies we compared included three components: 1) a threshold for opening and closing the fishery based on mature male abundance, 2) an exploitation rate on mature male abundance, and 3) a maximum allowable exploitation rate on legal size males. TACs are determined separately for the EAG and WAG, thus we independently evaluated the various harvest policies for each area. The recommended harvest policy includes a threshold for opening the fishery of 25% of the long-term average of mature male abundance (1985-2017), a moderate exploitation rate on mature male abundance (see final action for specific exploitation rates), and a 25% maximum exploitation rate on legal male abundance for both areas. Our analysis suggests that these policies balance the tradeoff between conservation and economic considerations.

Book Addendum to SP21 11 Tanner Crab Commercial Fishery Harvest Strategy in Prince William Sound 2022

Download or read book Addendum to SP21 11 Tanner Crab Commercial Fishery Harvest Strategy in Prince William Sound 2022 written by Wyatt J. Rhea-Fournier and published by . This book was released on 2023 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report summarizes the previous, proposed, and amended Prince William Sound Tanner crab Chionoecetes bairdi harvest strategies, defines how minimum abundance thresholds were calculated for new management districts, and describes the bottom trawl surveys that will be used to inform the harvest strategy. The Alaska Department of Fish and Game (ADF&G) submitted a proposal to redefine and rename 5 Tanner crab commercial fishery districts in the Prince William Sound Area (PWSA; Registration Area E) that was adopted into regulation at the November/December 2021 Alaska Board of Fisheries (BOF) meeting. ADF&G also submitted a proposal for a new Tanner crab harvest strategy for 3 of the new districts in PWSA following staff recommendations that were published prior to the 2021 BOF meeting (Rhea-Fournier et al. 2021). The proposed harvest strategy was amended during the meeting after discussions among ADF&G staff, BOF members, and fishery stakeholders before being adopted into regulation. The amended harvest strategy includes minimum abundance thresholds to open a fishery in 3 of the 5 new Tanner crab commercial fishery districts and follows the approach in the original Registration Area E Tanner crab harvest strategy adopted at the 2017 BOF meeting that utilizes commercial harvest and ADF&G bottom trawl survey information. Three significant modifications were made to the original ADF&G harvest strategy proposal, including shortening the time series of annual abundance used to develop a proxy for maximum sustainable yield from 1977–2015 to 1982–2015. The size class of crab for the time series of annual abundance was reduced from the historical legal size to the mature size of male Tanner crab. Finally, the stepwise harvest rates were adjusted to mature-size male crab considering the new approach and a maximum harvest rate on legal-size crab was established for 3 of the 5 new Tanner crab commercial fishery districts.

Book Reproductive Buffers on Exploitation in Male only Fisheries

Download or read book Reproductive Buffers on Exploitation in Male only Fisheries written by Madison Anne Shipley and published by . This book was released on 2020 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: Eastern Bering Sea Tanner crab (Chionoecetes bairdi), one of Alaska's more cyclical fisheries, has one of the most complex harvest strategies of any Bering Sea-Aleutian Islands crab stock. This stock experiences major fluctuations in annual abundance and, although a male-only fishery, the state harvest control rule (HCR) used to set the allowable catch depends on the abundance of females. Failure to meet minimum thresholds on female abundance has led to fishery closures during five of the last ten fishing seasons. The economic performance of the fishery, linked to its frequent closures required by current management regulations, led to an industry-initiated effort to modify the state HCR to better account for stock status and reduce large inter-annual changes in catch, as well as to evaluate the utility of including mature female biomass in the HCR. A workshop involving stakeholders, university affiliates, and managers concluded that management strategy evaluation was the most appropriate way to test candidate HCRs. Fifteen HCRs with various levels of incorporation of female stock levels (from primary to ignored) were tested using 100-year forecasts to evaluate how including females in harvest policies affected stock sustainability and productivity based on conservation and economic criteria. Several male-only HCRs performed similarly to HCRs that accounted for females, including those using mature female biomass (MFB) to determine the maximum exploitation rate on mature male biomass (MMB) as part of the HCR rather than as a threshold to open the fishery. HCRs including both sexes appropriately balanced conservation and economic considerations while acknowledging the uncertainty around reproductive dynamics given the lack of an identified stock-recruitment relationship. The harvest policy selected by the Alaska Board of Fisheries included: 1) a threshold for opening the fishery of 25% of average MMB during 1982--2018, 2) an exploitation rate for males based on the ratio of MMB to its long-term average, and 3) a maximum exploitation rate determined by the ratio of MFB to average MFB during 1982-2018. This HCR also included a maximum exploitation of 50% of exploitable, industry-preferred size legal male abundance.
