Especially since the United Nations Environmental and Development Congress held in Rio de Janeiro of Brazil, many countries have adopted their own action programs based on the Agenda 21. In accordance with the two themes on Development and Environment of global concern, many countries and international organizations in the Asia-Pacific region have been adopting new policies and are participating in and appealing for international cooperation in space technology. Whether or not they have space technology capabilities, these countries have expressed a common aspiration of making full use of the potential of space applications to improve sustained social and economic development in the region.

The Delhi Declaration launched the second phase of RESAP, to be known as RESAP II, which will focus on an action-oriented, results-driven programme for optimizing human and financial resources in the region.
