Book Handbook of Economic Evaluation of HIV Prevention Programs

Download or read book Handbook of Economic Evaluation of HIV Prevention Programs written by David R. Holtgrave and published by Springer Science & Business Media. This book was released on 2013-06-29 with total page 291 pages. Available in PDF, EPUB and Kindle. Book excerpt: If resources for HIV prevention efforts were truly unlimited, then this book would be en tirely unnecessary. In a world with limitless support for HIV prevention activities, one would simply implement all effective (or potentially effective) programs without regard to expense. We would do everything useful to prevent the further spread of the virus that has already claimed hundreds of thousands of lives in the United States and millions of lives worldwide. Unfortunately, funding for HIV prevention programs is limited. Even though the amount of available funding may seem quite large (especially in the United States), it is still fixed and not sufficient to meet all needs for such programs. This was very well illustrated in the summer of 1997 when over 500 community-based organizations applied for a combined total of $18 million of HIV prevention funding from the U.S. Centers for Disease Control and Prevention (CDC). Less than one-fifth ofthese organizations received support via this funding mechanism. Hence, although $18 million may seem like a large amount of money at first blush, it is not enough to meet all of the prevention needs that could be addressed by these community-based organizations.

Available in PDF, EPUB and Kindle. Book excerpt: During the two years since the publication of the first edition of this book, the global spread of human immunodeficiency virus/acquired immunodeficiency syndrome (HIV/AIDS) has continued. HIV was estimated by the World Health Organization (WHO) in 1993 to have at least 13 million individuals worldwide, with 1 million infected infected in the United States. HIV/AIDS in the United States has become the leading cause of death among men 25 to 44 years of age and the fifth leading cause of death among women of the same age group. Prevention of HIV infection remains a global challenge. Testing for HIV is the cornerstone for surveillance and prevention programs and for the provision of appropriate medical care for those who are infected. Such testing is equally essential to the search for effective antivirus drugs and vaccines. This second edition of AIDS Testing incorporates the most current thinking on test methodology and interpretation, some of which has changed considerably over the past two years. This edition also has been expanded to include a section consisting of six chapters on test applica tions and a section consisting of four chapters on management issues. This edition, like the first, describes in clear terms all the complex ele ments of testing, including applications, scientific principles, quality assurance, safety, and medical, ethical, and legal considerations.

Book excerpt: Do patients have the right to know their physician's HIV status? Can a dentist refuse treatment to an HIV-positive patient? How do educators determine whether to allow an HIV-positive child to attend school, and if they do, should the parents of other children be informed? Should a counselor break confidentiality by disclosing to a wife that her husband is infected with HIV? This collection of original essays carefully examines the difficult moral choices the AIDS pandemic has presented for many professionals—physicians, nurses, dentists, teachers and school administrators, business managers, psychotherapists, lawyers, clergy, journalists, and politicians. In the workplace, problems posed by HIV and AIDS have led to a reexamination of traditional codes of ethics. Providing systematic and reasoned discussions, the authors explore the moral, legal, and ethical issues involved in the reconsideration of policies, standards of conduct, and the practicality of balancing personal and professional ethics. Contributors: Albert Flores, Joan C. Callahan, Jill Powell, Kenneth Kipnis, Al Gini, Howard Cohen, Martin Gunderson, Joseph A. Edelheit, Michael Pritchard, Vincent J. Samar, Sohair ElBaz, William Pardue, and the editors.
