On one side, majorities seek to fashion the state in their own image, while on the other, cultural minorities press for greater recognition and accommodation. Theories of liberal democracy are at odds about the merits of these competing claims. Multicultural liberals hold that particular minority rights are a requirement of justice conceived of in a broadly liberal fashion. Critics, in turn, have questioned the motivations, coherence, and normative validity of such defenses of multiculturalism. In Equal Recognition, Alan Patten reasserts the case in favor of liberal multiculturalism by developing a new ethical defense of minority rights. Patten seeks to restate the case for liberal multiculturalism in a form that is responsive to the major concerns of critics. He describes a new, nonessentialist account of culture, and he rehabilitates and reconceptualizes the idea of liberal neutrality and uses this idea to develop a distinctive normative argument for minority rights. The book elaborates and applies its core theoretical framework by exploring several important contexts in which minority rights have been considered, including debates about language rights, secession, and immigrant integration. Indeed, conflicts surrounding cultural diversity and recognition are among the most salient issues in contemporary societies. Should liberal democracies recognise specific cultural rights of minorities? If so, should they grant rights only to indigenous national minorities or also to immigrants? Is such a recognition compatible with the basic liberal principle of state neutrality? Practical questions of this kind are in quest of sound theoretical foundations. Alan Patten’s approach to multiculturalism, developed in Equal Recognition (2014), is the most recent and prominent example of such an effort. Considered “the most important contribution to the philosophy of cultural diversity since Will Kymlicka’s Multicultural Citizenship”, Patten’s work elaborates new and original conceptions of culture and liberal neutrality. It reasserts the case in favour of liberal multiculturalism and applies its theoretical framework to concrete contemporary issues, such as language rights, federalism, secession, and immigrant integration. This collection presents a critical review of Patten’s approach to cultural plurality. Jacques Rancière has advanced an influential theory of modern politics based on disagreement. Underpinning their thought is a concern for the logics of exclusion and domination that structure contemporary societies. In a rare dialogue, these two philosophers explore the affinities and tensions between their perspectives to provoke new ideas for social and political change. Honneth sees modern society as a field in which the logic of recognition provides individuals with increasing possibilities for freedom and is a constant catalyst for transformation. Rancière sees the social as a policing order and the political as a force that must radically assert equality. Honneth claims Rancière's conception of the political lies outside of actual historical societies and involves a problematic desire for egalitarianism. Many Americans think that respecting other citizens is a virtue of a democratic society, yet many struggle to respect opposing partisans. It is especially liberal citizens, who hold respect as central to their robust view of democratic equality, who struggle the most granting respect to others. In Respect and Loathing in American Democracy, political theorist Jeff Spinner-Halev and political psychologist Elizabeth Theiss-Morse team up to explain why respect is important to democracy and yet so lacking in contemporary US politics. Drawing on evidence from extensive focus groups, national surveys, survey experiments, and the views of political theorists, Spinner-Halev and Theiss-Morse develop a theoretical framework that places respect squarely in the context of a polarized United States. They elucidate how clashing, moralized worldviews undergird partisan conflict and shape its character and intensity. The authors argue that liberals and conservatives are less divided on issues than many believe, but they are divided on which issues they moralize. That liberals moralize their social justice worldview and conservatives their national solidarity worldview makes it hard for them to grant respect to each other, despite so many people believing in the importance of respect. The authors differentiate between two types of respect and distinguish respect from tolerance. Respect is both far reaching and difficult to give in ways that many citizens and theorists fail to recognize. In Discriminating Data, Wendy Hui Kyong Chun reveals how polarization is a goal—not an error—within big data and machine learning. These methods, she argues, encode segregation, eugenics, and identity politics through their default assumptions and conditions. Correlation, which grounds big data’s predictive potential, stems from twentieth-century eugenic attempts to “breed” a better future. Recommender systems foster angry clusters of sameness through homophily. Users are “trained” to become authentically predictable via a politics and technology of recognition. Machine learning and data analytics thus seek to disrupt the future by making disruption impossible. Chun, who has a background in systems design engineering as well as media studies and cultural theory, explains that although machine learning algorithms may not officially include race as a category, they embed whiteness as a default. Facial recognition technology, for example, relies on the faces of Hollywood celebrities and university undergraduates—groups not famous for their diversity. Homophily emerged as a concept to describe white U.S. resident attitudes to living in biracial yet segregated public housing. Predictive policing technology deploys models trained on studies of predominantly underserved neighborhoods. Trained on selected and often discriminatory or dirty data, these algorithms are only validated if they mirror this data. How can we release ourselves from the vice-like grip of discriminatory data? Chun calls for alternative algorithms, defaults, and interdisciplinary coalitions in order to desegregate networks and foster a more democratic big data.

However, to achieve these goals, educationists need a clear understanding of the democratic competences that should be targeted by the curriculum. The model is the product of intensive work over a two-year period, and has been strongly endorsed in an international consultation with leading educational experts. The book describes the competence model in detail, together with the methods used to develop it. The model provides a robust conceptual foundation for the future development of curricula, pedagogies and assessments in democratic citizenship and human rights education. Its application will enable educational systems to be harnessed effectively for the preparation of students for life as engaged and tolerant democratic citizens. The book forms the first component of a new Council of Europe reference framework of competences for democratic culture.
