It has grown out of a paper read to the British Institute of International Affairs on December 12, 1922, and published in the ?ozmml of the Institute for January, 1923. A reprint met with a considerable demand at home and abroad, and I have been pressed from many quarters to bring the survey up to date. The political and diplomatic revelations of the last four years are no less significant than those reviewed in the original address, and many of them remain unfamiliar to English readers. I have confined myself to publications subse quent to the outbreak of war, and illustrating the period from the accession of William II to the Treaty of Versailles.
