By this phrase is meant not merely sub jection to superior force, but to legalized force. In all ages, the weak were the victims of the strong, and were often treated with severity not essentially different from the treatment of slaves; but the ex croise of force by the strong over the weak did not constitute slavery, even in the most barbarous socie ties.
