Book excerpt: In Rebel Salvation, Kathleen Zebley Liulevicius examines pardon petitions from former Confederate soldiers and sympathizers in Tennessee to craft a unique and comprehensive analysis of the process of Reconstruction in the Volunteer State after the Civil War. These underutilized petitions contain a wealth of information about Tennesseans from an array of social and economic backgrounds, and include details about many residents who would otherwise not appear in the historical record. They reveal the dynamics at work between multiple factions in the state: former Rebels, Unionists, Governor William G. Brownlow, and the U.S. Army officers responsible for ushering Tennessee back into the Union. The pardons also illuminate the reality of the politically and emotionally charged post–Civil War environment, where everyone—from wealthy elites to impoverished sharecroppers—who had fought, supported, or expressed sympathy for the Confederacy was required by law to sue for pardon to reclaim certain privileges. All such requests arrived at the desk of President Andrew Johnson, who ultimately determined which petitioners regained the right to vote, hold office, practice law, operate a business, and buy and sell land. Those individuals filing petitions experienced Reconstruction in personal and profound ways. Supplicants wrote and circulated their exoneration documents among loyalist neighbors, friends, and Union officers to obtain favorable endorsements that might persuade Brownlow and Johnson to grant pardon. Former Rebels relayed narratives about the motivating factors compelling them to side with the Confederacy, chronicled their actions during the war, expressed repentance, and pledged allegiance to the United States government and the Constitution. Although not required, many petitioners even sought recommendations from their former wartime foes. The pardoning of former Confederates proved a collaborative process in which neighbors, acquaintances, and erstwhile enemies lodged formal pleas to grant or deny clemency from state and federal officials. Indeed, as Rebel Salvation reveals, the long road to peace began here in the newly reunited communities of postwar Tennessee.

Book excerpt: Anatomy of Rebellion provides an understanding of four rebellions that will make clear the factors that are crucial in the development of other rebellions. Seeking a political pattern in the process of rebellion, Claude Welch, Jr., has investigated four large-scale rural uprisings that came close to becoming revolutions: the Taiping rebellion in China 1850-64, the Telengana uprising in India of 1946-51, the Mau Mau rebellion in Kenya of 1952-56, the Kwilu uprising in Zaire of 1963-65. Weaving the facts of these rebellions with theories about political violence, Welch follows the rebellions through the initial stages of discontent to the explosion of violence to the suppression of the uprisings. He then challenges explanations of political violence, both Marxist and non-Marxist, that other scholars have proposed. Rebellions have not been studied as thoroughly as the major successful revolutions, although the frequency of rebellions in the modern world is not likely to diminish. Rural dwellers' discontents are still clashing with central governments' ambitions; Anatomy of Rebellion clarifies how this volatile type of political violence occurs.

This book argues that Iran has developed sufficient diplomatic strength and credible military capability to deter a full-scale US military assault. But absent a dramatic lowering of tensions, there remains a risk of limited clashes, with far-reaching consequences for regional security.

Union and Confederate sympathizers were scattered throughout the border slave state, and in 1860, at least twenty-eight of the commonwealth's approximately sixty newspapers were pro-Confederate, making the secessionist cause seem stronger in Kentucky than it was in reality. In addition, the impact of these "rebel presses" reached beyond the region to readers throughout the nation. In this compelling and timely study, Berry Craig analyzes the media's role in both reflecting and shaping public opinion during a critical time in US history. Craig begins by investigating the 1860 secession crisis, which occurred at a time when most Kentuckians considered themselves ardent Unionists in support of the state's political hero, Henry Clay. By January 1861, the Hickman Courier, Columbus Crescent, and Henderson Reporter steadfastly called for Kentucky to secede from the Union. As a result, the project of 'good rebel governance' became the latest attempt at Western democracy promotion.
