It is often assumed that if the United States failed to defend an ally, then this disloyalty would instantly and irrevocably damage US alliances across the globe. Henry proposes that such damage is by no means inevitable and that predictions of disaster are dangerously simplistic. If other allies fear the risks of military escalation more than the consequences of the United States abandoning an ally, then they will welcome, encourage, and even praise such an instance of disloyalty. It is also often assumed that alliance interdependence only constrains US policy options, but Henry shows how the United States can manipulate interdependence to set an example of what constitutes acceptable allied behavior. Book excerpt: Australia's engagement with Asia from 1944 until the late 1960s was based on a sense of responsibility to the United Kingdom and its Southeast Asian colonies as they navigated a turbulent independence into the British Commonwealth. The circumstances of the early Cold War decades also provided for a mutual sense of solidarity with the non-communist states of East Asia, with which Australia mostly enjoyed close relationships. From 1967 into the early 1970s, however, Commonwealth Responsibility and Cold War Solidarity demonstrates that the framework for this deep Australian engagement with its region was progressively eroded by a series of compounding, external factors: the 1967 formation of ASEAN and its consolidation by the mid-1970s as the premier regional organisation surpassing the Asian and Pacific Council (ASPAC); Britain's withdrawal from East of Suez; Washington's de-escalation and gradual withdrawal from Vietnam after March 1968; the 1969 Nixon doctrine that America's Asia-Pacific allies must take up more of the burden of providing for their own security; and US rapprochement with China in 1972. The book shows that these profound changes marked the start of Australia's political distancing from the region during the 1970s despite the intentions, efforts and policies of governments from Whitlam onwards to foster deeper engagement. By 1974, Australia had been pushed to the margins of the region, with its engagement premised on a broadening but shallower transactional basis.

At its heart, Divided Allies examines why strategic cooperation among these closely allied Western powers in the Asia-Pacific region was limited during the early Cold War. Thomas K. Robb and David James Gill probe the difficulties of security cooperation as the leadership of these four states balanced intramural competition with the need to develop a common strategy against the Soviet Union and the new communist power, the People's Republic of China. Robb and Gill expose contention and disorganization among non-communist allies in the early phase of containment strategy in Asia-Pacific. In particular, the authors note the significance of economic, racial, and cultural elements to planning for regional security and they highlight how these domestic matters resulted in international disorganization. Divided Allies shows that, amidst these contentious relations, the antipodean powers Australia and New Zealand occupied an important role in the region and successfully utilized quadrilateral diplomacy to advance their own national interests, such as the crafting of the 1951 ANZUS collective security treaty. As fractious as were allied relations in the early days of NATO, Robb and Gill demonstrate that the post-World War II Asia-Pacific was as contentious, and that Britain and the commonwealth nations were necessary partners in the development of early global Cold War strategy.

The Southeast Asia Treaty Organization (SEATO) has received meagre scholarly attention in comparison to other key events and global developments during the duration of the Cold War, due to its perceived failure early in its existence. However, there has been a renewed interest in the academic study of the organization. Some scholars have argued that SEATO was not an outright failure. New literatures have also shed in detail the workings of SEATO, such as operational-level contingency plans and counter-insurgency plans. This book aims to reconstruct a comprehensive life cycle of SEATO using declassified archival documents which were unavailable to scholars studying the organization from the 1950s through the 1980s and provide a nuanced assessment of it. In addition, in recent years, there is also an emerging interest in the possibility of a multilateral military alliance in Asia, for instance the Quadrilateral Security Dialogue morphing into an "Asian NATO". As such, it is therefore crucial to study how previous multilateral alliances in the context of Asia were formed, how they functioned, and subsequently dissolved. A groundbreaking reference on a key element of the United States’ Cold War strategy in Asia, which will be a valuable resource to scholars of twentieth century diplomatic history.
