Few institutions have been more ingeniously designed than the U.S. federal government via the Constitution in 1787. This auspicious beginning more than two centuries ago helps explain why the U.S. remains a magnet for opportunity seekers, students, entrepreneurs, dissidents, and persecuted believers. Yet for decades now, America’s federal government has been underperforming. Social Security and Medicare face looming insolvency. The federal government’s “war on poverty” has failed to “end poverty” and arguably made it worse. In 2012, the United States Postal Service lost more money than the nation spent on the State Department, and Amtrak has lost money every year since being created in 1971. How can an enduring institution, so thoughtfully crafted, now produce such poor results? The federal government has grown so much because it serves a new and different vision, American Progressivism. American Progressives believed that democratically elected, public-minded federal politicians and employees could use federal programs to solve the nation’s greatest problems in a way no other American institution could. This idea justified the federal government’s massive expansion: today, the federal government runs over 1,500 programs and employs over 5% of the U.S. workforce. Yet federal results do not match Progressive expectations. Three key problems – “windfall politics”, “the government surcharge”, and “complexity failure” – overlooked by American Progressives explain the federal government’s consistent failures. American Progressive’s rosy-eyed view of human nature and political institutions have not been borne out by the evidence. In an era of substantial political fermentation and debate, rediscovering and re-applying American Republicanism represents the best path forward for the United States. The federal government should retain many necessary responsibilities but turn over those where it has failed – for social welfare, federally provided services, and retirement savings among others – to the country’s state governments, civil society, and individual citizens respectively.

Available in PDF, EPUB and Kindle. Book excerpt: In this myth-shattering study Isaiah Friedman provides a new perspective on events in the Middle East during World War I and its aftermath. He shows that British officials in Cairo mistakenly assumed that the Arabs would rebel against Turkey and welcome the British as deliverers. Sharif (later king) Hussein did rebel, but not for nationalistic motives as is generally presented in historiography. Early in the war he simultaneously negotiated with the British and the Turks but, after discovering that the Turks intended to assassinate him, finally sided with the British. There was no Arab Revolt in the Fertile Crescent. It was mainly the soldiers of Britain, the Commonwealth, and India that overthrew the Ottoman rule, not the Arabs. Both T.E. Lawrence ("Lawrence of Arabia") and Sir Mark Sykes hoped to revive the Arab nation and build a new Middle East. They courted disappointment: the Arabs resented the encroachment of European Powers and longed for the return of the Turks. Emir Feisal too became an exponent of Pan-Arabism and a proponent of the "United Syria" scheme. It was supported by the British Military Administration who wished thereby to eliminate the French from Syria. British officers were antagonistic to Zionism as well and were responsible for the anti-Jewish riots in Jerusalem in April 1920. During the twenties, unlike the Hussein family and their allies, the peasants (fellaheen), who constituted the majority of the Arab population in Palestine, were not inimical towards the Zionists. They maintained that "progress and prosperity lie in the path of brotherhood" between Arabs and Jews and regarded Jewish immigration and settlement to be beneficial to the country. Friedman argues that, if properly handled, the Arab-Zionist conflict was not inevitable. The responsibility lay in the hands of the British administration of Palestine.

Book excerpt: Franz Neumann was a member of a generation that saw the end of the Kaiserreich and the beginnings of a democratic republic carried by the labor movement. In Neumann's case, this involved a practical and professional commitment, first, to the trade union movement and, second, to the Social Democratic Party that gave it political articulation. For Neumann, to be a labor lawyer in the sense developed by his mentor, Hugo Sinzheimer, was to engage in a project to displace the law of property as the basic frame of human relations. The defeat of Weimar and the years of exile called many things into question for Neumann, but not the conjunction between a practical democratic project to establish social rights and an effort to find a rational strategy to explain the failures, and to orient a new course of conduct. "Learning from Franz Neumann" pays special attention to Neumann's efforts to break down the conventional divide between political theory and the empirical discipline of political science. Neumann was a remarkably effective teacher in the last years of his life, but he was also a gifted learner, whose negotiations with a series of forceful thinkers enabled him to work toward a promising intellectual strategy in political thinking.

Despite the rapid international diffusion of these measures, most research has focused on single countries - or, at most, the presence of quotas within one world region. Consequently, explanations for the adoption and impact of gender quotas derived from one study often contradict with findings from other cases. Quotas for Women in Politics is the first book to address quotas as a global phenomenon to explain their spread and impact in diverse contexts around the world. It is organized around two sets of questions. First, why are quotas adopted? Which actors are involved in quota campaigns, and why do they support or oppose quota measures? Second, what effects do quotas have on existing patterns of political representation? Are these provisions sufficient for bringing more women into politics? Or, does their impact depend on other features of the broader political context? Synthesizing literature on quota policies, this book develops a framework for analyzing the spread of quota provisions and the reasons for variations in their effects. It then applies this framework to examine and compare campaigns for reserved seats in Pakistan and India, party quotas in Sweden and the United Kingdom, and legislative quotas in Argentina and France.
