Book excerpt: This monograph begins with a case study that provides a means for analyzing the complexity of organizational leadership in the contemporary security environment. As such, it presents a high stakes problem-set that required an operational adaptation by a cavalry squadron conducting combat operations in Baghdad. This problematic reality triggered the struggle to find a creative response to a very deadly problem, while cultural norms served as barriers that prevented the rejection of previously accepted solutions that had proven successful in the past, even though those successful solutions no longer fit in the context of the reality of the present. The case study highlights leaders who were constrained by deeply-held assumptions that inhibited their ability to adapt quickly to a changed environment. The case study then moves on to provide an example of a successful application of adaptive leadership and adaptive work that was performed by the organization after a period of reflection and the willingness to experiment and assume risk. The case study serves as a microcosm of the challenges facing the U.S. Army, and the corresponding leadership framework presented in this monograph can be used as a model for the Army as it attempts to move forward in its effort to make adaptation an institutional imperative. The paper presents a more holistic approach to leadership where the leader transcends that of simply being an authority figure and becomes a real leader who provides a safe and creative learning environment where the organization can tackle and solve adaptive challenges. The paper concludes by recommending that U.S. Army leaders apply Harvard Professor Dean Williams's theory to the challenges confronting the Army's leader development process thereby fostering a culture of adaptive leaders.

Included in the paper is an analysis of adaptive challenges facing the Army. Specifically, the Army espouses the need for decentralized operations and operational adaptability, but the author argues that the Army culture is driven by control, stability, and risk aversion. But to date, there has been little effort to examine the scope and nature of bad leadership in the military. The will of the people is now the objective of both GENs Petraeus and McCrystal's strategy. Yet, it is one thing to dictate requirements about developing host nation relationships and gaining the will of the people, and another to develop American leaders adaptive enough to carry out these directives. Success is now determined by how well we "capture the human high ground". Army leaders must have a mindset based on agility of thought and adaptability of action. This study presents a framework for adaptability competences in Army leaders through a series of arguments culminating with a suggested "way ahead" to meet the current requirements. Arguments will support that the Army does not have the programs in place to develop agile and adaptive leaders needed for this era of persistent conflict, and in so doing, provides a significant strategic shortcoming in winning the asymmetric fight. The Army currently has the knowledge and capability to provide adequate education and training in adaptability to all deploying forces yet courses are not adequately established. This study recommends a bridging strategy be implemented during pre-deployment to meet the needs of the war fighter, while continued research occurs to ensure that adaptive leadership becomes part of a life-long professional learning process for the Army leader.

Book excerpt: The tendency to maintain familiar behaviors while evolving slowly and incrementally when faced with unfamiliar problems is the result of a gap in the US Army's understanding of adaptability and the conditions required to achieve it. Developing adaptive leaders is one of the Chief of Staff of the US Army's top priorities, yet few, if any, people seem to be talking about how to enable this critical capability. This monograph argues the US Army must foster "strength of the mind" at the individual level to enable the kind of adaptive behavior the Chief of Staff of the Army demands. Adaptability requires flexible, creative, unprejudiced, and reflective thinking; the thought patterns that enable cognitive agility. However, this kind of thinking is not something that merely happens in the mind. The interrelationship between mind, body and environment continuously and dynamically shapes the structure, functional organization, and connectivity of an individual's brain rendering them either more or less likely to sustain cognitive agility in both short-term and long-term contexts. Previous efforts to improve the Army's adaptability focused on institutional development. However, the US Army needs to do more than ask how it can inculcate adaptability through its doctrine and training programs. Rather, the question that requires further research is if the patterns in the Army's current culture and climate support the kind of thinking that enables adaptability at the individual level, or if its tendencies stifle flexible, creative, unprejudiced, and reflective thinking. The answer to this question will provide the impetus for the US Army to take steps toward actionable and enduring change. The United States (US) Army has a tendency to maintain familiar behaviors while evolving slowly and incrementally when faced with unfamiliar problems. Robert Komer's 1972 study on the Vietnam War concluded that conventional government institutions struggled to respond optimally to the atypical problems it faced in Vietnam, prolonging the conflict.1 Almost thirty years later, April 2003 news reports attributed military success in the war in Iraq to superior agility and adaptability. Newspapers quoted Dick Cheney as attributing the successful advance on Baghdad to "brilliant military planning;" but it was the military's ability to adapt quickly to changing circumstances that seemed to win the day. At the time, it appeared the military had become significantly more agile and adaptive since the Vietnam War, but this was not the case. Not long after the initial news reports recounted the military's success, a growing resistance to the US presence amongst the Iraqi population began to bog down US forces in Iraq. A blue-ribbon panel of bipartisan, independent experts, appointed by Secretary of Defense Donald Rumsfeld in August 2004, found the military was slow to "adapt accordingly after the insurgency started in the summer of 2003." In a mere matter of months, the military went from being an agile and adaptive force fighting a familiar threat, to one that was slow to evolve once the shape of that threat morphed into something unexpected, just as it had in Vietnam. Over the past decade, the US Army has attempted to improve its adaptability when faced with unfamiliar problems by developing and revising its doctrine and training, yet it continues to struggle.

Book excerpt: The Asymmetric Warfare Group offers the Asymmetric Warfare Adaptive Leader Program (AWALP)--a 10-day course designed to enhance adaptive performance in leaders and promote innovative solutions in training in support of unified land operations. This report describes results of a systematic evaluation of AWALP, offers recommendations to improve the course, and provides recommendations for ongoing evaluation of AWALP and other courses or events that address adaptive performance and acquisition of other intangible skills. The study used a pretest-posttest design and collected data from 104 students who participated in AWALP. Results show substantial improvement in training outcomes, including students' self-efficacy for being adaptive and leading adaptive teams and knowledge of course concepts. Graduates also reported that they were applying course concepts on the job after returning to their units. In addition, students had exceptionally favorable reactions to AWALP and remained extremely positive about the course three months after graduation. Results indicate few needs for improvement in the course; the most important area to address is challenges in applying concepts on the job because of the command climate and entrenched leadership. Recommendations for ongoing evaluation focus on obtaining additional measures of adaptive performance, particularly to establish the impact of AWALP on subsequent job performance. The current success of AWALP suggests that its approach to training might be usefully expanded in the Army, and the authors discuss strategies to achieve broader dissemination. Finally, the authors describe how the methods used in this study might be applied to evaluating related training in other contexts.
