Affective Circuits brings together essays by an international group of well-known anthropologists to place the migrant family front and center. Since 2003, the Council of Europe–European Commission joint initiative known as the “Ljubljana Process: rehabilitating our common heritage” has set out to unlock the potential of the region’s rich immovable cultural heritage, working with national authorities to accelerate the development of democratic, peaceful and open societies, stimulate local economies and improve the quality of life of local communities. In 2003, the region was overcoming the effects of the traumatic transition to a market economy. Since then, it has been hit hard by the economic crisis of 2008, and more recently by an unprecedented migration crisis. Despite the challenges facing the region in the field of cultural heritage, the present situation can be seen as an opportunity to use the lessons learned from the Ljubljana Process to avoid the traps laid by the cumulative and sometimes inconsistent heritage-protection legislation of the past 60 years, overcoming the legacy of the top-down approach that privileges the “high art” canon rather than the local heritage that reflects the culture of everyday life and which often means more to most people. The authors suggest that selecting from innovative practice elsewhere could make heritage management smarter so that it more directly meets the needs of modern society and individual citizens. This volume reflects the views of international experts involved in the joint initiative and complements earlier studies on the impact of the Ljubljana Process by experts from within the region (Heritage for development in South-East Europe, edited by Gojko Rikolović and Hristina Mikić, 2014) and from the London School of Economics and Political Science (The wider benefits of investment in cultural heritage. However, there is little understanding of the impacts of these processes on port-city relationships, as well as of how port city cultures shape mega events and the related regeneration strategies. The book examines the underexplored mutual links between, on the one hand, urban and socio-economic regeneration driven by cultural and sporting mega events and, on the other hand, the spatial, political and symbolic ties between cities and their ports. By adopting a cross-national, comparative perspective, with in-depth case studies (Hull, Rotterdam, Genoa and Valencia) and examples from other port cities across the world where mega events were held, the book engages with issues such as the tension between port and cultural uses, reactions and opposition to mega events in port cities, clashing urban imaginaries drawing on port activity and culture, the role of port authorities and companies in the city’s cultural life, the spectacularisation and commodification of local maritime culture and heritage, processes of cultural demaritimisation and remaritimisation of port cities. This book seeks to examine the use of culture and arts in the urban regeneration sphere of South Korea. Specifically, a one-year-long cultural event (Culture City of East Asia) is used as a case study for exploring wider debates around and understandings of the relationships between culture-led urban regeneration initiatives and the impacts on communities in South Korea. Despite the proliferation of culture-led initiatives aiming to tackle broad social issues, there is a lack of in-depth research into the efficacy of such urban regeneration. Previous researches have asked such questions as: What benefits can cultural elements (e.g. mega-events or signature buildings) bring into a city? What is the role of culture in economic development (e.g. tourism and internal investment)? What is the economic value of cultural goods and services? This is not to say that such questions should be the only concerns in assessing a culture-led urban regeneration strategy. However, the evaluation process of culture-led regeneration frequently fails to ask questions about the impact on human communities: Are cultural resources being used to spread culture, or just to focus on economic development? Are cultural initiatives like mega-events being used to benefit local citizens? How can residents shape a culture-led regeneration strategy? This book is intent on examining residents’ opinions and perspectives about culture-led urban regeneration. It recognizes how culture-led regeneration schemes interact with local communities, focusing on the actual views of local people rather than being coldly theoretical.
