The present volume provides a review of learning assessments, their status in terms of the empirical knowledge base, and some new ideas for improving their effectiveness, particularly for those children most in need. It is argued here that SQC learning assessments have the potential to enhance educational accountability, increase transparency, and support a greater engagement of stakeholders with an interest in improving learning. In addition, countries need a sustained policy to guide assessment choices, including a focus on poor and marginalized populations.

They introduce a model of governance that is decentralized, networked and voluntary, and which melds public purpose with private practice. How can we account for such substantial institutional change in a system made by states and for states? Governance Entrepreneurs examines the rise and outcomes of global partnerships across multiple policy domains: human rights, health, environment, sustainable development and children. It argues that international organizations have played a central role as entrepreneurs of such governance innovation in coalition with pro-active states and non-state actors, yet this entrepreneurship is risky and success is not assured. This is the first study to leverage comprehensive quantitative and qualitative analysis that illuminates the variable politics and outcomes of public-private partnerships across multilateral institutions, including the UN Secretariat, the World Bank, United Nations Environment Programme (UNEP), the World Health Organization (WHO) and the United Nations Children's Fund (UNICEF).

Book excerpt: This ePaper approaches looks at the contentious debate surrounding humanitarian intervention through a critical, narratological lens. By questioning the roles cast and identities constituted, in what can could be compared to a theatrical drama, the focus is on given to the unreliable narration by of the most powerful characters on the international stage –, from the US to the UN –, and its impact on the political and legal stances taken in various contexts. On a meta-level, it examines the conditions which that enable this unreliable narration, by pointing to the out a problematic flexibility owing to the flowing from paradoxes and conflation nestled entrenched in human rights rhetoric; and what some deem call a budding ‘humanity’s law’. Attention is meant to be drawn to the power of mental imagery conjured up by intervention narratives, based on the story of saving innocents, as embodiments of humanity. The goal is to foster self-reflection among of the readers of working in humanitarian intervention, within the epistemic community of international lawyers, and beyond. Like Augustine facing the problem of time, we all know what an organization is, but we seem unable to explain it. This book brings an original answer by mobilizing concepts traditionally reserved to linguistics, analytical philosophy, and semiotics. Based on Algirdas Julien Greimas’ semio-narrative model of action and Jacques Derrida’s concept of écriture, a reconceptualization of speech act theory is proposed in which communication is treated as an act of delegation where human and nonhuman agents are mobilized (texts, machines, employees, architectural elements, managers, etc.). Perfectly congruent with the last development of the sociology of translation developed by Michel Callon and Bruno Latour, this perspective illustrates the organizing property of communication through a process called ‘interactoriality’. Jacques Lacan used to say that the unconscious is structured like a language. This book shows that a social organization is structured like a narrative.
