Book excerpt: The UK Land-Ocean Interaction Study (LOIS) provided a major opportunity to measure and model the processes controlling the fluxes of materials between river basins and coastal seas. The main programme of research took place between 1992 and 1998, funded by the UK Natural Environment Research Council, and involved approximately 360 coastal researchers contributing to more than 70 collaborative projects. This book presents accessible summaries of key results of this research. The ten chapters of the book are written by leading contributors to the programme, and cover aspects of the physical, sedimentological, chemical and biological processes controlling fluxes between river catchments and coastal seas in temporate environments. Major overarching themes for all of the chapters include the persistence, storage, degradation and transport of pollutants from catchment to coastal sea, and an emphasis on the relevance of research for river and coastal water quality management. The chapters also describe a number of important technological advances in the measurement of processes and longer term monitoring of the fluvial, estuarine and coastal environments. Approaches to monitoring were also transferred between disciplines, in many cases for the first time. The rivers and coastal programme of LOIS was unique in its scale and inter-disciplinarity and its results are of lasting value. Around the geographic periphery of China, as well as some of the less accessible parts of the interior, and even in its cities, live a variety of peoples of different origins, languages, ecological adaptations, and cultures. These people have interacted for centuries with the Han Chinese majority, with other minority ethnic groups (minzu), and with non-Chinese, but identification of distinct groups and analysis of their history and relationship to others still are problematic. Cultural Encounters on China's Ethnic Frontiers provides rich material for the comparative study of colonialism and imperialism and for the study of Chinese nation-building. It represents some of the first scholarship on ethnic minorities in China based on direct research since before World War II. This, combined with increasing awareness in the West of the importance of ethnic relations, makes it an especially timely book. Amselle analyzes France's relationship to Egypt, Algeria, and Senegal to show how ideas about difference and assimilation played out in French colonial policies and how these same tensions continue to be problematic as France grapples with cultural pluralism.Amselle's book has timely and wide-ranging implications. Arguing against the "liberal communitarian state" as it exists in the United States, Amselle contends that an overemphasis on difference can lead to what he calls "affirmative exclusion"--the flip side of affirmative action. The recognition of a multiplicity of ethnic groups in France, he asserts, creates an environment that fosters racism. "Despite an outward appearance of generosity, supporters of French-style multiculturalism, by promoting 'affirmative action, ' run the risk of creating as many difficulties as there are 'target groups, ' which they have helped identify and hence produce."Calling on theories of racial difference devised by early anthropologists--most notably, Louis Faidherbe--and on the work of political philosophers such as Thomas Hobbes, John Locke, and Jean-Jacques Rousseau, Amselle makes historical and sociological sense of the debates over multiculturalism and the violence they engender.
