A nation usually overhauls its financial regulations after a stock market crash or the collapse of its banking system. In 1967, France did something rare. Out of pure political expediency, Gaullist leaders and senior civil servants seized the opportunity offered by an insider-trading case and established an independent commission to regulate the securities market: the Commission des Opérations de Bourse, or COB. Despite their staunch defense of national sovereignty, these reformers drew their inspiration from an American model, the Securities and Exchange Commission. Highlighting the international sources for national reform, Yves-Marie Péréon’s Moralizing the Market explores the dynamics of policy transfer in securities regulation—a subject that has rarely been considered from a historical perspective. That regulation has been used to attract investors and foster market development challenges the view that the French government only attempted to develop the stock market as part of a global wave of deregulation in the 1980s. Social reformers fought to limit the economic and social impact of small lenders they decried as loan sharks. Reputable businesses steered clear of sales credit because of the questionable consumers that it would attract. By the 1970s, however, credit in America had been reimagined as a legitimate tool of household finance that was understood to have broad social and economic benefits. This transformation in the moral economy of credit accompanied a revolution in lending technologies and the regulatory treatment of consumer credit. Ultimately, these changes allowed American households to amass unprecedented debt -- debt that eventually precipitated the worst financial crisis of postwar America. To understand the origins of that crisis, we need to understand not just the shifting habits of consumers, but also what happened to lenders as the public moved from opposing credit to embracing it. This book traces how that transformation occurred. Nearly all accounts of the origins of American consumer credit have focused exclusively on the U.S. experience. The Treaty provides most of the elements necessary for a monetary union. The Community attempts to formulate a systematic, coherent approach to monetary integration as contained in the Barre Report. The Barre Report proposes that progress in two areas, coordinating economic policies and instituting a system of mutual financial assistance, is essential. In the Hague Summit, the heads of state want to enlarge and closely integrate the members of the Community. A commission under Luxembourg Prime Minister and Finance Minister, Pierre Werner prepares the plan for the EMU. On March 22, 1971, the Six member states approve the adoption of the EMU in several stages, and formally launch the EMU project. The Six have as goals to promote exchange rate stability within the Community, to coordinate economic polies through consultation procedures, to settle structural differences through Community policies, and to liberalize the movement of goods, services, and the factors of production. Economists, sociologists, professors in economics, and policy makers involved in international economics, particularly with the EU, will find the book valuable.

Starting from our competencies and specific knowledge - financial markets and management of bank intermediaries - our research has basically focussed onto the posts' financial services offer and their future perspectives. The subject is particularly interesting considering the radical changes, which are giving to 'the postal activity and the competition itself a new profile. And this reality paves the way to new opportunities in the market segment of financial services for retail customers and, at the same time, it brings in new threats. Our approach is the approach of compared analysis in Europe in order to detect common trends in the development or possible specific features, as well as positioning perspectives of the different national Posts in the single market of financial services. Our working group has benefited from the collaboration of researchers and experts with different nationality, university education and experience. Eminent representatives of postal companies, regulation and control bodies, banks and financial institutes have been interviewed and have allowed precious elements to deepen our knowledge and capacity of interpreting the present trends.
