It seeks to understand the interests of new players in Antarctic affairs such as China, India, Korea and Malaysia, and how other key players such as Russia and the USA or claimant states such as New Zealand or France are coping in the new global order. Antarctica is the world's fifth largest continent and its territories are claimed by seven different states. Since 1961 Antarctica has been managed under the Antarctic Treaty System (ATS), a regime which, according to its critics, by the terms of its membership effectively excludes most of the nations of the world. This book examines the post-Cold War challenges facing Antarctic governance, and is organized thematically into three sections: Part 1considers the role of Antarctic politics in the current post-Cold War, post-colonial era and the impact this new political environment is having on the ATS. Part 2looks at the competing foreign policy objectives of a representative range of countries with Antarctic activities. Part 3examines issues that have the potential to destabilise the order of the Antarctic Treaty System, such as unrestricted tourism and new advances in science and technology. The Emerging Politics of Antarcticawill be of interest to students and scholars of international politics, polar studies and foreign policy studies.

Book excerpt: Alors que de nombreux ouvrages très documentés sont aujourd’hui consacrés aux questions politiques concernant les régions polaires, en particulier arctiques, par des écrivains, des chercheurs, des think tank , et aussi, déjà, des parlementaires, avec les excellents rapports d’information du sénateur André Gattolin sur la politique européenne vis-à-vis de l’Arctique et sur le Groenland , le présent travail, en mettant en parallèle les situations de l’Arctique et de l’Antarctique, a un double objet. Il s’agit d’abord de mettre en lumière l’extrême gravité des conséquences du changement climatique, dû aux activités humaines, dans les régions polaires, en particulier en Arctique. Cette gravité justifie que tout soit fait pour maîtriser les émissions de gaz à effet de serre, responsables du réchauffement climatique et de l’acidification des mers, et plus généralement les pollutions. Dans cette optique, on peut affirmer qu’une réussite de la prochaine Conférence Paris-climat 2015, ou COP 21, serait un événement bien plus important pour l’avenir de l’Arctique que tout ce qui pourrait être décidé dans un cadre régional ou pour ce seul cadre régional. Il s’agit ensuite de s’interroger sur la manière dont notre pays peut agir pour conforter le remarquable dispositif de cogestion internationale qui existe en Antarctique et pour rendre plus exigeante et plus protectrice la gouvernance commune qui devrait être son pendant en Arctique. À cet égard, si, pour des raisons politiques, il apparaît très difficile de transposer à l’Arctique le modèle de l’Antarctique, il faut rechercher des voies intermédiaires pour améliorer l’existant. La France peut contribuer à cette amélioration, notamment en s’appuyant sur son implication scientifique et économique en Arctique, à la condition de bien prendre en compte le fait qu’elle n’est pas un État arctique : nous sommes possessionnés en Antarctique et dans les mers australes, mais pas dans l’Arctique. Comme l’ont fait les États arctiques et la plupart des autres pays impliqués en Arctique, notre pays va prochainement rendre public un document gouvernemental définissant sa stratégie pour l’Arctique, dit Feuille de route nationale pour l’Arctique. Le rapporteur Noël Mamère espère qu’avec le présent rapport l’Assemblée nationale pourra apporter son concours à ces deux exercices majeurs des mois prochains que sont la présentation de la Feuille de route nationale pour l’Arctique et plus encore la Conférence Paris-climat 2015.
