Book excerpt: The period from 1872-1947 witnessed the rise of many movements in Bengal, where those who were considered lower castes were mobilised to protest against the inequality and injustice meted out to them in various fields, including religion, politics and education. The focus of their struggle was the social injustice within the Hindu caste hierarchy. Unlike in south and western India where caste movements were often associated with anti-Brahmanical movements, in Bengal it was upgradation of caste from Sudra to Kshatriya varna. The main focus of the study is the Kshatriyaization movement of Rajbansis, the Matua movement of Namasudras, and the colonial policy of ‘Protective Discrimination’ and its impact. It studies the attempt by Rajbansi community to establish themselves as Kshatriyas in the first half of the twentieth century, though the movement started in the late nineteenth century itself. It also includes their struggle against the Brahmanical dominance and the elites of their own community. Alongside the Kshatriyaization movement, a parallel movement for the social uplift started among the Namasudra community, which later spread to northern Bengal. Their struggle actually began from the time of the first Census in 1872, when the census authorities classified the Namasudras as Chandals in the census report. The Namasudra protest movement, hereafter, developed through a different channel provided by a Vaishnava religious sect named Matua, started under a Namasudra leader Harichand Thakur. This book is essential for those wishing to understand the socio-religious movement of the Namasudra and the Rajbansi communities in their historical context. This was meant as a compliment, but it concealed a much more brutal truth. From the famine of 1770 in which one third of the people living in the state of Bengal perished to the Anglo-Mughal wars and the later brutal repression of the Anglo-Afghan Wars, the story of the British in India was one of conflict and divide-and-rule, relentlessly applied from the relative security of the world’s most powerful naval vessels and the forts they supplied. Interspersed between the major wars were numerous minor conflicts, most lost to popular histories, which underscore the continual violence of the imperial project. In The Chaos of Empire, Jon Wilson uses the everyday lives of administrators, soldiers and subjects, British and Indian, to lift the veil of empire to show how British rule really worked. Far from the orderly Raj that its officials sought to portray, British rule in conquered India was chaotic and paranoid, and led to a succession of unstable states in South Asia and across the world. NGOs are receiving increasing international attention and resources from policy makers, donors, academics and others. The New Policy Agenda accepts NGOs as agents for social welfare alongside the state and as fostering democracy in the Developing World. Astonishingly, however, there have been very few studies and no books on NGO field workers. This study of field workers in Bangladesh, provides excellent insights into this neglected field. Bangladesh is an excellent example as, since independence in 1971, it has been a 'donor-dependent' country, both financially and functionally, and since the 1980s has concentrated this funding towards NGOs rather than to the state. The book shows how field workers are seen simply as implementers, carrying out directions given by their superiors and never being consulted on how best to achieve their goals. The book examines four types of NGOs - international, national, regional and small/local - in a number of sample locations. It compares the benefits and facilities provided by each NGO to their field workers, then explores the socio-economic background of both field workers and their mid-level managers and examines the interactions between these two groups and between field workers and their clients. It also looks at the field workers’ personal and professional lives and problems and details their opinions on their NGO’s activities and policies and on development . The findings show that NGO managers and donors lack knowledge of the realities in the field and do not realise how certain policies, such as their positive discrimination of women, can have negative results. It proposes that NGO field workers should be more active in policy making and puts forward several recommendations for changes in the management and structure of future NGOs.

Bangabandhu Sheikh Mujibur Rahman led the struggle for independence, first through massive populist and civil disobedience movements and later during the Bangladesh Liberation War. Important events cited in the present volumes include the 1954 United Front election victory, 1966 Six Point Movement, 1968 Agartala Conspiracy Case, 1969 mass uprising, 1970 election victory and 1971 Non-Cooperation Movement among others. These are the first ever declassified documents released by the Government of Bangladesh and will serve as an invaluable historical resource in understanding the liberation of Bangladesh. This third volume holds records for the year 1953. Events included are as follows: Sheikh Mujibur Rahman & Suhraward’s tour to various districts in North Bengal; demand to free Maulana Bhashani along with other leaders; Safety Acts and his criticism of Jute & Education Policy.
